The theoretical development of a methanol cluster is of no use when the actors that will have to invest in the new cluster are not involved from the very beginning. These actors can enrich the design space of the methanol cluster with new ideas and alternative plants and processes. The transformation to a methanol-based cluster will likely be a gradual transformation. We, therefore, used the transition management body of knowledge (e.g., Rotmans et al., 2001) to build our theoretical framework with respect to creating involvement of various actors in the change processes. Transitions are modelled as S-curves divided into four phases. A pre-development phase is followed by a take-off phase. Then the acceleration phase takes place which is concluded by a phase of stabilisation. [Pg.306]
