Application Permits

Title V requires that all major sources (and certain minor sources) obtain an operating permit. Many pulp and paper mills are required to have a Title V permit, and may be required to submit information about emissions control devices and the general process at the facility in the permit application. Permits may limit pollutant emissions and impose monitoring record keeping and reporting requirements. 

The average dT/dt is typically an arithmetic average between the value at set pressure and the value at peak allowed pressure. The properties Cp, hfg, i, either can be evaluated at the set conditions or can be taken as the average values between the set condition and the peak allowed pressure condition. Clearly, a model to be developed should meet the accuracy requirements of an application and at the same time should be as simple as possible.
