A major event involving the use of chemical weapons would potentially result in chaos and panic, widespread social disruption, and significant morbidity and mortality. There are some descriptions of water-borne outbreaks, or even small epidemics of acute gastroenteritis (diarrhoea), cholera and hepatitis E associated with catastrophic floods that occurred in developing countries, such as Sudan [34, 35], Nicaragua [36], Mozambique [37] and West Bengal [37]. On the contrary, no changes in the base-line outbreak incidence have been reported in developed countries after major floods [37, 38]. When infrastructures and water management are adequate, outbreaks of faecal-oral water-borne infectious diseases do not follow flood events, even in the case where water flooding has compromised the security of water facilities [37]. 

A comprehensive approach to a states response to a chemical terrorism includes having a plan not only for the crisis and consequence management phases of the incident, but also for all elements required for complete resolution of the event. This may include the necessity to definitively establish whether chemical agents were used, to provide supporting evidence to confirm other analyses, or to provide the forensic proof required to support a criminal prosecution. The collection and analysis of biomedical samples - blood, urine or other tissue from affected humans or animals - is one of the means for providing such information. Although current capabilities such as urinary thiodyglycol excretion or plasma cholinesterase activity can be performed, there is scope for far more sensitive and specific assessments that overcome the limitations of these approaches. 

It is difficult to identify all of the possible events and their consequences in a complex chemical processing plant without the application of systematic procedures and proper management techniques. Several hazard evaluation procedures have been developed. Most of these procedures are described in other AIChE/CCPS publications such as Guidelines for Hazard Evaluation Procedures [2,3] and Guidelinesfor Quantitative Risk Analysis [4]. Other publications on hazard evaluation techniques include [246,247]. 

For the purposes of this investigation-rather than adopting any single definition of a reactive chemicaT-CSB focuses on the broadest range of practices to identify reactive hazards and to manage the risk of reactive incidents. A reactive chemical may include any pure substance or mixture that has the capability to create a reactive incident. CSB defines a reactive incident as a sudden event involving an uncontrolled chemical reaction-with significant increases in temperature, pressure, or gas evolution-that has caused, or has the potential to cause, serious harm to people, property, or the environment.
