If the water quality of a water body is potentially affected by a proposed action (e.g., construction of a wastewater treatment plant), a NPDES permit may be required. Groundwater contamination was significantly less than that dociunented at other refineries. Municipal sewage contains both faeces and urine that are sources of phosphorus. Therefore let us make two assumptions that will enable us calculate the phosphorus contributions from these sources. Let us assume that each person produces 25-50 kg/yr of faeces which contain 0.18 kg P second, assume that each adult produces about 400 liters of urine per year, depending on liquid consumption, and contains 0.40 kg P. Comparing with other values determined by the same technique or others (Chirila et al., 2002, Chirila et al., 2005) the reported metal concentrations in the analyzed samples are very high, over the limits imposed by Romanian regulations (in parentheses). To date, over 8 billion has been spent by Canada and the United States on construction and upgrading wastewater treatment plants in the Great Lakes basin. In addition, comparable funds have been spent to control pollution from industrial sources. Canada regulates municipal and industrial discharges through the issuance of control orders and the United States through the issuance of National Pollutant Discharge Elimination System Permits. 

The majority of LCA studies of wastewater treatment systems compared them with different conventional treatment processes (Dennison et al., 1998). Some works focused more on the construction and demolition of wastewater treatment plants (WWTP) than on their operation (Dennison et al., 1998), while other studies focused on parts of the wastewater treatment systems and used LCA to investigate treatment alternatives and different xmit processes (Emmerson et al., 1995). In these studies, attention was given to the LCA itself and the resulting environmental impacts, but the assessment of operational efficiency and economic benefit through the entire process was ignored.
