This knowledge is also important in order to determine if air tests conducted by OSHA compliance officers are valid. For example, if threshold limit value in the health standard is an 8-hour time-weighted average, the air sample should be obtained by sampling over the entire shift in the employee s breathing zone. It cannot be measured by a few short term samples, even if spaced over the full shift unless the worker is in a relatively fixed location with no variation in his work procedure or in the process. Such an event is generally the exception rather than the rule. 

Unless established monitoring practices are conducted by plant personnel or the OSHA compliance officer, the results are of limited value in determining compliance with a standard, and what is more important, protecting the worker s health. Further complicating the matter of software as property and its place in pharmaceutical research is consideration of the very place of property in health care. The value of health, most philosophers agree, is intrinsic. It exists for itself and for no other reason. As such, health, like life and liberty, is an important and powerful end or goal. Ownership of property is a lesser end or goal. 

The second approach estimates the monetary value to individuals and society of health and social well-being and life per se. In practical terms this requires assessment of the amount of money which individuals would accept as compensation for reductions in health or life expectancy, or the amount they would be prepared to pay for improvements in health or life expectancy. The methodology for this approach is still being tested and developed. 

It is cmcial that an economic study includes the health-related consequences of morbidity and mortality. These could be measured as number of years of life lost, reductions in health status, and quality of remaining years of life due to morbidity for both patients and informal carers. These consequences should also be valued to reflect the preferences of individuals and society for changes in the length and quality of life or health. 

One study used quality-adjusted life years to capture the range of health-related dimensions that may affect the quality of life of patients. This measure also provides an estimate of the value or preferences for changes in health status (Neumann et al, 1999). The study used the Health Utility Index Mark II in a sample of patients and carers, which is a generic measure of the value of health-related quality of life. However, it is clear that further research is needed to explore (a) the key determinants or dimensions of quality of life that are important to people with dementia and their carers (b) whether existing instmments to measure and value health-related quality of life are able to detect differences in quality of life that are important to people with cognitive disability and their carers and (c) whether the assessment and... 

The collaboration between mental health services and members of families of people with mental illness and their other carers is of essential importance in developing a useful and successful mental health service. Collaboration with carers is not in existence in many of the Third World countries, and in places where it exists it is at present often restricted to a one-way communication of instruction of what the carers should do to assist in the realization of the treatment plan established by the medical practitioners. Advice from carers and information about the effects of treatment can both be of great value in the treatment of individual patients and in deciding the best use of medications and other treatments in health services in general.
