Competence refresher training

All hazardous material responders shall receive annual refresher training of sufficient content and duration to maintain their competency or demonstrate competency to the employer yearly. 

Different levels of training are required depending on the duties and functions of each responder plus demonstrated competence or annual refresher training sufficient to maintain competence. 

A detailed description of the CSR is laid down in Annex I. In the CSR, it has to be shown that the risks arising from the production or use of the substance are adequately controlled. The underlying assessment has to be done by a competent person who has had appropriate experience and has received appropriate training, including refresher training. 

DOE O 151.1A, Chapter IV, sec. 4a 29CFR1910.120(q)(8) 4.2.11.1 Those employees who are trained in accordance with paragraph 4.2 of this chapter shall receive annual refresher training of sufficient content and duration to maintain their competencies, or shall demonstrate competency in those areas at least yearly. 

Competency - There was a need to build awareness and competencies in process safety and integrity management within senior leadership and the organization in order to develop meaningful value conversion around cost versus safety. There was a lack of experience in some areas and limited refresher training plans. 

Training must be presented by a trainer who has completed a training course on the subjects, or who has the credentials and experience to demonstrate competency. Required content of the training is detailed in paragraphs 1926.65(e), (p), and (q), where applicable. Upon successful completion of training, each employee is to receive a written certificate. Each employee must receive annual refresher training to maintain competency. 

All vehicle drivers should be properly trained on each of the vehicles which they are expected to drive. Banksmen, wearing high visibility clothing, should be used to direct movement of lorries and excavators. Site rules should cover the use of vehicles on site and site management systems should include details of each driver and renewal dates for refresher training to ensure continued driver competency. Ongoing assurance of competency (eg through refresher training), is also important, as is validation of the understanding of the training provided. 

Instructors should be required to maintain professional competency by participating in continuing education or professional development programs or by completing successfully an annual refresher course and having an annual review by the Training Director. 

First aiders must hold a currently valid certificate of competence in first aid at work. The HSE approves first aid trainers and provides information on the availability of local coiuses. The establishment and maintenance of a competent organoleptic testing panel is not a hivial undertaking. Snch panels consist of at least half a dozen members who have been specially selected and trained. To maintain their skills, panel members must practice their art on a regular basis and participate in periodic refresher haining. In addition, a room free of potential odoriferous contamination should be set aside solely for the purposes of organoleptic testing.
