The person responsible for Quality Assurance should be part of the decision-making process in all matters that affect the quality of products including development, production, laboratory, storage, distribution, vendors and third party contractors. 

At some point a company may decide that a more automated system is desired and this is usually a call-out type system. This system typically consists of a computer which is wired either into each chamber s integral alarm system or equipped with its own independent probes. A list of phone numbers is programmed into the computer and when a chamber exceeds its tolerance for a given period of time, the computer automatically starts calling these numbers. The phone numbers might be those of a third party contractor or internal employees. This type of system promotes the quickest response to a chamber excursion. Some of these systems will allow you to call in to check on the chamber conditions. These systems should undergo then-own qualification when installed. 

After each submission in a tier, EPA requests a third-party contractor to convene a group of scientists and relevant experts from various stakeholder groups to discuss whether the potential hazards, exposures, and risks to children have been adequately evaluated and to provide input on the hazard and exposure data needs. The third-party contractor then provides a report to the EPA, which EPA reviews along with the original sponsor submission. This activity is not done exceptionally well. Representatives of several large employers agreed in discussion that about 50 percent of the fatalities that occurred on their organization s premises over a 10-year period occurred to third-party contractor employees. This suggests a need to improve selection criteria, reach agreement on how the work is to be done, promote anticipatory reviews of potential hazards and risks, and the management of the work.

Infrastructure management activities help to form a secure perimeter around an entire facility and to protect sensitive areas within a firm s facilities. It is impoitant to hmit access to vulnerable processes via locks, gates, and ID cards and to monitor these areas with closed circuit television cameras (CCTV). Additionally, background checks should be performed on all employees as well as third party contractors with access to sensitive areas. 

Kerridge has provided an excellent article on the interface betw een the operating company and the contractor to define all requirements in complete and standardized detail. This includes who is responsible for every deliverable. The operating company and contractor must work as a team. An example of one area that needs to be reviewed often with the contractor is the provision of secondary systems as packages, perhaps from a third party. Such systems can easily become orphans. The list has been constructed on the premise that contractors will use methods of analysis that are appropriate and accredited by a third party (normally UKAS), participate in and achieve satisfactory results in proficiency testing schemes and use formal internal quality control procedures. In addition, Parts B and C are made available to the potential contractors so that they are aware of what other demands will be made of them and can build the costs of providing the information into their bids. 

The conformity assessment body could be a laboratory, the third-party could be the accreditor coming to your laboratory to inspect, whether the required documentation, manuals, procedures, or personnel are appropriate to perform the specific conformity assessment task e.g. determine PAHs by HPLC. If the laboratory (the conformity assessment body) and the personnel can do the job then accreditation might be granted. Being accredited can be of competitive advantage for laboratories. Sometimes contractors require the (analytical) work to be carried out in an accredited laboratory. Accreditation gives confidence to the customer that the laboratory will fulfil the requirements that are necessary for the work to be done competently. Process simplification is executed in a formal workshop with a trained experienced facilitator. This VIP should always include key participants from each of the project owner s organizations, the engineering contractor organization, key third-party technology licensors, and equipment or systems vendors, where possible. One or more cold eyes reviewers or sul ect matter experts, who have extensive experience, should be included to provide an objective and unbiased perspective. 

Warehonses are one area within the supply chain where contractor staff are sometimes used on a regnlar basis. Contractor staff are often used at short notice to cover for sickness or other nnplanned absences, or to provide additional resources at peak busy periods to supplement the existing operators. Another area that may involve the use of contractor staff is the logistics and transportation process that delivers the goods to the licensed wholesaler. In this instance, often the entire operation is snbcontracted to a third party. 

As the project officer for this task, I had the responsibility for the final document. After receiving the document from the contractors in September 1988, OSWER engaged in an extensive internal review and also arranged for third party review outside the agency.
