Testing authorities

You may find that the only way you can put your product on the market is by having it tested by an independent test authority. You may need a license to manufacture it or to supply it to certain countries and this may only be granted after independent certification. Some verification requirements only apply to the type of product/service, others to the process or each batch of product, and others to each product or service delivery. Some requirements can only be verified under actual conditions of use. Others can be verified by analysis or similarity with other products that have been thoroughly tested (see Part 2 Chapter 4). The range is so widespread it is not possible in this book to explore all examples, but as you can see, this small and innocuous requirement contains...

However, if the test samples are sufficiently balanced to cover the sample states used to build the model without extending beyond those states, and the cost of obtaining and analyzing these test samples is not prohibitive, then the test set validation method can be very effective. In fact, in some high-stakes applications where model evaluation is the main objective, such validation is required, often with the stipulation that the known reference values of the test samples are withheld from the method developers by the testing authority - a procedure also known as blind validation.

Besides, standards pre-determine the state of the art based on international recognition. Manufacturers, farmers and test authorities consider standards during their decision making process, in order to guarantee the general protection requirements. 

At a recent conference on analytical chemistry held by the Royal Australian Chemical Institute [10], an environmental consultant, bemoaned the presence of analytical laboratories which, while being fully registered with the appropriate body (in Australia the National Association of Testing Authorities - NATA) did not consistently provide results that were fit for purpose . Costs were being cut to the point that, in the opinion of the speaker, the results were almost meaningless. 

The laboratory analyses were performed by the Institute of Clinical Pathology and Medical Research (ICPMR), Laboratory Endocrinology Department at Westmead Hospital in Sydney, using the Ohashi microplate method (Ohashi et at, 2000), based on the Sandel—Kolthoff reaction. This laboratory complies with ISO/IEC 17025 under the accreditation scheme of the National Association of Testing Authorities and the Royal College of Pathologists of Australasia.

In the last two cases it is advisable (and sometimes mandatory) to consult a notified body for guidance and testing. Authorities are obliged to recognize that products manufactured in conformity with harmonized standards are presumed to conform to the essential requirements of the directives. 

The test methods, mobile phases, and test compounds used here are just possible examples but they have proved effective in numerous cases. However, the author is pleased to get proposals for alternative procedures since there is steady progress in the development of scientific instruments. In addition, the requirements of official testing authorities have a tendency to become more strict. 

Validation To understand the performance of the instrument, including limitations. A test which has the prime objective of piloting the application of knowledge or techniques to the reactors on a large scale may be conducted under a Process Improvement Transition Authorization. Such tests may be conducted outside the conditions authorized by Process Standards or Equipment. Maintenance Standards, and require authorization similar to Production Test Authorizations. Copies of Process Improvement Transition Authorizations will be transmitted to the Commission for information. 

A test which has the prlxoe objective of developing engineering or technological data nay be conducted, under a Production Test Authorization. 

Such tests nay be conducted, outside the conditions authorized by Process Standards or Equlpnent Maintenance Standards. Copies of ] oductlon Test Authorizations shall be transmitted to the Connlsslon for Information Immediately upon Issuance. 

Development work utilizing reactor fanllltles which can be accomplished without deviation from Process Standards or Equipment Maintenance Standards Is permitted under a Development Test Authorization with the approval of the technical and operating conqponents. 

Conversely an independent testing authority (for example an inspector) should only disqualify a product when it is sufficiently sure that the real content is outside the official limit. He also has to take the analytical error into account. It is common practice to state the rejecting limits by extending the official limit with the unilateral 95 %-confidence interval of the analysis. When both parties keep within these rules the chance is small that a batch is released by a producer and consequently rejected by an independent testing authority. 

Notified Bodies are national testing authorities, which have been notified by the respective member state of the European Community for the execution of the proceedings in the context of the conformity assessment procedure. The Notified Bodies and their identification numbers have to be iirformed to the European Commission.
