Technical progress

The earlier policy on technical harmonisation within the then European Community was to adopt directives for individual products and which set out the technical requirements in great detail. This resulted not only in a great number of directives needing to be developed but the setting out of the technical requirements in such detail proved to be a hindrance to technical progress. [Pg.937]

In addition these directives had to be decided unanimously by the European Council which made their adoption cumbersome and slow. These directives are now referred to as old approach directives. A radical change was needed so that the Community legislation could respond to the needs of both, the completion of the internal market for the products concerned, and the need to offer to industry a flexible legislative environment which would encourage technical progress. [Pg.937]

In North America, quicklime was produced locally as early as 1635 in Rhode Island. It was not until 1733, when lime was shipped by boatioad from Rockland, Maine, to Boston, that lime manufacture was estabUshed as a significant iadustry in commerce. The commercial hydration of lime is a relatively recent development initiated in 1904. In a sense, the articles equate to what you might expect to find in an Act at national level, while the content of Annexes would be more akin to what would be placed in regulations. There is also a parallel in terms of authorisation, in that amendments to the articles usually require the approval of the political institutions, whereas adaptation of the Annexes to technical progress is possible via a decision of the Commission, functioning as the executive body.
