Technical Progress Committee

The Commission (through its DG) makes proposals for legislation which have to be submitted to other statutory institutions for an opinion before being approved by the Council of Ministers or a Technical Progress Committee, on which each Member State is represented. 

The threads of knowledge interlocked in the Vorstand. Most of the technical committee s scientific work was done by subcommissions its principal function was to decide on the present and future marketability of various products, with one eye on technical progress and the other on costs. Thus its biggest decisions were commercial decisions. It met once a month, only a few hours before the regular Vorstand meeting. 

As shown in the organizational chart in Figure 4.1, CIE has four research programs, each under the leadership of a professor. Associated with each of these programs is a technical advisory committee that meets twice a year with faculty to review progress and suggest new research challenges and directions. All research projects at the CIE are nonproprietary in nature. 

As intended, the Directive is being adapted by MS and CA in line with scientific and technical progress, the removal of technical barriers to trade. Should any amendments become necessary, this will be through the existing Standing Committee on Medicinal Products for Human Use , which the Commission must consult if the Commission disagrees with this Committee the matters would be referred to the Council.

Twenty Society of Automotive Engineers (SAE) papers discussing these early studies were compiled in Volume 6 of the Technical Progress Series (TP-6) of the SAE, by the SAE Vehicle Emission Committee, 1964 [L.C. Card No. 64-16836]. 

The Directive also sets up a committee (the Article 21 committee) of Member States representatives which is to assist the Commission and which may, by qualified majority voting, amend Annexes II to V of the Directive - adaption to technical progress . 

As with the CUD, there are provisions for reports from Member States (Article 18), and for protection of confidentiality (Article 19) and it is envisaged that the committee of Member States will carry forward the adaption of the Annexes to technical progress (Articles 20 and 21). 

Progress toward setting certification standards was slow so that in 1991 the Office of Technical Assessment was quite critical of the FAA s efforts [4, 5]. One of the FAA s responses was to create the first of many National Research Council committees to review and advise [6]. Following receipt of data the Commission drew up priority lists of substances that, on the basis of that data, were thought to have the potential to pose a risk of harm to human health or the environment. By the publication of the EU White Paper in 2001, four lists, containing a total of 141 substances, had been adopted by the relevant technical committee (CEC, 2001). The progress of these risk assessments was very slow. Risk assessment of hexabromocyclododecane (HBCD), for example, commenced in 1997 but was still not completed nine years later (ENDS, 2006). In 2006 around 16,700 tonnes of HBCD were produced every year for use as a flame retardant. It may have neurotoxic effects and interfere with the metabolism of thyroid hormone, but because risk assessment of it had not reached a conclusion there were no restrictions on its use. By 2006 final risk assessment reports were available for only about 70 substances (European Commission, 2006b) — less than 0.5 per cent of the 30,000 or so existing substances on the European market at quantities of above 1 tonne per annum.

Progress on the comparison of monographs for excipients published in The International Pharmacopoeia and those adopted in the Pharmacopoeial Discussion Group (PDG) process was noted. The Committee was pleased to note the offer of technical assistance by the International Pharmaceutical Excipients Council (IPEC).

The work of the Council is undertake within the framework of either specialised committees or technical working groups. It meets once a year in a plenary session, diaired by the Minister, during which it reviews action in progress and adopts the priority orientations for the forthcoming year(s).
