The Standards Advisory Committee on Hazardous Materials Labeling was established under section 7(b) of the OSHA Act to develop guidelines for the implementation of section 6(b)(7) of the Act with respect to heizardous materials. On June 6,1975, the Committee submitted its final report which identified issues and recommended guidelines for categorizing and ranking chemical heizards. Labels, material safety data sheets (MSDS), and training programs were also prescribed. 

SPI recognized the considerable amount of confusion created by the conflicting messages and general misinformation that appeared in trade literature. In November 1993, SPI formed an ad hoc ISO Communications Committee under the auspices of the International Technical and Standards Advisory Committee (ITSAC), to provide a formal, coordinated response that adequately represents the interests of the resin producers and customers within the U.S. plastics industry. The main charter of this committee is to help SPI lead an industrywide effort to promote and educate the U.S. plastics industry on those issues surrounding the implementation of ISO/IEC test standards in accordance with the 1992 resolution.

The following advisory bodies oversee the development of safety standards the Advisory Commission for Safety Standards (ACSS) the Nuclear Safety Standards Advisory Committee (NUSSAC) the Radiation Safety Standards Advisory Committee (RASSAC) the Transport Safety Standards Advisory Committee (TRANSSAC) and the Waste Safety Standards Advisory Committee (WASSAC). Member States are widely represented on these committees.

Recent trends have seen more open acknowledgement of the need to balance scientific and social factors. For example, in the UK the Food Advisory Committee that advises the Food Standards Agency on food safety issues is comprised of a wide range of expertise including toxicologists, chemists, food technologists, economists, and representatives of consumer organisations and the food industry. The Committee is thus able to provide a balanced view that takes all interests into account. 

For many years the reference standard commonly referred to is sulfur from troilite of the Canyon Diablo iron meteorite (CDT). As Beaudoin et al. (1994) have pointed out, CDT is not homogeneous and may display variations in " S up to 0.4%o. Therefore a new reference scale, Vienna-CDT or V-CDT has been introduced by an advisory committee of IAEA in 1993, recommending an artificially prepared Ag2S (IAEA-S-1) with a S Svcdt of —0.3%o as the new international standard reference material.
