Planning must take into account the potential hazards, assessments for excavations and available natural ventilation. Where ventilation is poor or the excavation is deep, specific method statements will be required. Sufficient numbers of trained operatives and competent supervisory staff must be available on site before work starts. Monitoring equipment and personnel trained in its use will be required. Relevant COSHH assessments must be present before work starts. Contingency plans for possible flooding of the excavation must be made. Adequate welfare provision must be available on site. 

Leptospirosis medical instruction cards must be issued to all workers. The atmosphere will be monitored before entry and continuously during work. A top man, who is trained in emergency procedures, must be present outside at all times. All workers must be trained in emergency procedures. No work will continue if the monitoring alarm operates. 

Workers must be trained in procedures to combat foreseen hazards, use of monitoring equipment, personal hygiene and emergency procedures. Management must be equally trained, with special reference to use of rescue equipment and confined space entry routines.

In addition, a number of small factories, including tanneries, paint and electroplating facilities, have been settled all around the inland territory. The number of residents in the hinterlands and of tourists in all the Venice area has grown constantly. The historical center of Venice (110,000 residents) still has no adequate sewage system and the connections to treatment plants have been completed only recently in the inland territory (>350,000 inhabitants). The central lagoon, where Venice is located, and the most important fresh water channels from the interior, still receive a heavy load of eutrophicating substances. 

PCDD/Fs are emitted or spilled from many processes, but as they were found in the emissions from all combustion processes, thermal processes are recognized to be a main source, and a major public concern, especially waste incineration. But dioxins problem is attributed to all human activities, connected either with production or utilization of solid wastes and wastewaters. One of the crucial examples of the problem is sewage sludge contamination. 

Odour problems are closely connected to sewage collection, treatment and sludge disposal. There are many reasons for this, like improper operation and design of the facilities. 

Some experiences with olfactometric measurements in connection with odour abatement processes, mainly in sewage sludge and waste water treatment plants and in the fish meal industry, are presented. Studies have been carried out to calculate the efficiency of various odour reducing Methods. The additional information provided by the measurements was of practical use for the management of the process to improve odour reducing efficiency. 

Despite the fact that organic pollution still remains a problem, the steps taken to improve the situation cannot be overlooked. Specifically, the improvement in both wastewater treatment and emission controls has led to a significant decrease in the percentage of heavily polluted rivers, from 24% in the late 1970s to 6% in the 1990s in Western Europe. In contrast, the situation is not exactly the same in the southern member states, since 50% of the population is not yet connected to sewage treatment operations. 

U.K. constituted 32% of all CH4 emissions, only 3% of which were connected with sewage processing. 

Detecting changes occurring in a water system decrease in dissolved 02 may indicate an increase in biological activity connected to the arrival of sewage or other polluting fluids.
