Self-regulation considerations

Despite the attractions of economic forces driving environmental protection, some cautions and failures have been noted. Firstly, the export of hazardous waste to countries where costs for treatment are lower enhances environmental risks during transport and has the potential for transboundary export in the event of pollution. At the same time, the loss of raw material may deprive the home market of an adequate supply of feedstock for the home-based industry. Secondly, there is considerable scepticism that self-regulation of TBT-based antifoulants could be achieved in a timely manner by the shipping industry. This is an instance where the cost benehts to one industry are born by another commercial sector, notably aquaculture. Thus, protection of the marine environment is likely to be aided by economic factors but the role of government, via taxation and standard setting, is not likely to be usurped. With two-compartment cells the cathodic efficiency also represents the total current efficiency of the process. In the three-compartment cells, the current efficiency for sulfuric acid production (anodic efficiency) must also be taken into consideration. The overall current efficiency of electrolysis is represented by the lower of the two efficiencies. If, for example, the anodic efficiency is lower than the cathodic, acidity builds up in the sodium sulfate compartment during operation so that the cathodic current efficiency progressively decreases when it reaches the same value as the anodic, stationary process conditions are maintained. Therefore, the process is provided with a self-regulating mechanism. Alternatively, if the accumulation of acidity in the sodium sulfate compartment cannot be allowed, then a portion of the caustic soda produced can be fed into the sodium sulfate loop. The quantity of caustic soda available for use outside the electrolysis plant again represents the overall current efficiency, which still remains a function of the anodic efficiency. The anodic and cathodic current efficiencies can be made independent when the control of acidity in the sodium sulfate compartment is performed by means of sodium carbonate addition. [Pg.149]

Autonomous reactor operation requires intrinsic self-regulation of reactor power. This behaviour can be obtained by negative reactivity feedback such as that provided promptly by Doppler broadening of neutron absorption resonances in resulting from increased fuel temperature, and quickly by efrects associated with coolant temperature increases and density decreases (i.e., negative void coefficient), and fuel thermal expansion. It is unlikely that the control engineer will find a published controller tuning method that will meet the needs of the process. This is despite a considerable amount of research work. In 2000 a survey (Reference 2) identified, for self-regulating processes, 81 published methods for tuning PI controllers and 117 for PID controllers.
