Selective task assignment

One of the first issues addressed by the committee was what constitutes a chemical event. The Army s definition of chemical events encompasses all chemical accidents, incidents, and politically and publicly sensitive occurrences (U.S. Army, 1995), whether or not chemical agent was actually present. The committee determined that the seven examples provided in Army Regulation 50-6 (U.S. Army, 1995 see Chapter 1) were too broad for the tasks assigned to it. Consequently, it elected to establish its own criteria to determine which of the reported incidents qualified as chemical events. To be effective, the creation of a task or modification of a task through the introduction of new processes or equipment should automatically require you to develop a new or revised JHA. Jobs with many steps are usually good candidates. As stated before, you should assign each job selected a priority based on the accident potential and the severity of associated potential injuries. 

For a selected dependent variable and for each of the 2 possible test conditions, have each scientist provide an estimate (prediction) of the numerical value of the dependent variable that would be expected if the test combination were included in the final experimental design This assignment is usually the most difficult task the individual scientist is required to perform Because of the difficulty, the task is typically continued as a week-long assignment to permit each scientist to assemble data, refer to literature, examine previous experimental results, etc ... 

As the level of automation increases, the operators assigned must be carefully considered and selected operators should neither be left the simple tasks that cannot be automated, nor should their tasks become annoying ones thus, the control system must provide the operators with sufficient information about the condition of the process, and they should have adequate facilities to interact with abnormal situations. 

Exploration analysis is not adequate when the task of the analysis is clearly defined. An example is the attribution of each measurement to a pre-defined set of classes. In these cases it is necessary to find a sort of regression able to assign each measurement to a class according to some pre-defined criteria of class membership selection. This kind of analysis is called supervised classification. The information about which classes are present have to be acquired from other considerations about the application under study. Assigning the protein concentration for the drug substance, drug product, or in-process sample is often the first task for subsequent analytical procedures because assays for purity, potency, or identity require that the protein concentration be known. Another important consideration in the selection of an impairment testing system is whether norm-based decision criteria will be used to evaluate readiness to perform an assignment and, if so, whether such norms are currently available. It is important that such norms address both decrements and improvements in performance, as improved performance may also signal the influence of a risk factor. For example, stimulant medications may have minimal effect on performance of most tasks, but under test conditions requiring sustained attention, enhanced performance may be noted.14 These same doses of stimulant medication may have important implications for more complex dimensions of human behavior,15 16 so the detection of enhanced performance may signal an increased risk for detrimental effects on other more complex behaviors that are not directly measured during testing. 

Using DEA requires three major steps. In a first step, the DMUs to be considered in the analysis have to be determined. These have to be homogeneous with respect to their tasks and the types of inputs and outputs used. The second step is to select the input and output factors that are to be used for the comparison. DEA also accommodates qualitative factors with the only requirement being that numerical values have to be assigned to all factors. Finally, a mathematical programming model such as the basic formulation provided below is solved separately for every DMU.
