Safety team charter

In order to develop a committee or team charter effectively, a series of questions need to be answered to assess as many aspects of the committee/team s potential duties, accountabilities, and authority as possible. These questions are answered prior to the initial meeting formalizing or revitalizing the safety committee. The questions develop the basic content for the safety committee charter.

Clear and concise expectations must be for the Ad Hoc JHA team. As each committee and subcommittee must have a charter, the JHA team charter must be developed to clearly define and outline the team s roles and responsibilities in the development of a comprehensive portfolio of JHAs (see Chapter 8, Getting Your Employees Involved in the Safety Management System and Appendix N, Example of a Safety Committee Team Charter).

We have read and understand the safety committee s charter. We understand om roles and responsibilities and have come to an agreement with the leadership team on the opportunity be addressed, the actions to be taken, and the Umitations of the safety committee. If at any time it becomes apparent that the safety committee charter needs to be modified, we will consult the leadership team and come to an agreement on the modifications. 

Let us consider some general approaches to taking these steps. The specifics will vary depending upon the safety mission, tiie team charter, and the talents, skills, and opinions of the team members. Remember to follow the basic consensus-building process when arriving at goals and assigning tasks.

The charter is developed in a joint effort between the leadership team and the members of the initial safety committee. The charter is a living document that must be periodically amended as conditions warrant. However, its core purpose and structure should be kept as permanent as possible. The establishment of a safety committee is essentially the same as that prescribed for the development of a project team.

In many cases, the Independent Safety Assessment is likely to be carried out by a team and so the team as a whole must provide the necessary level of conpe-tence. However, there should always be one individual who has overall responsibility for the conduct of the assessment, known as the Lead ISA. This person should have a higher level of competency together with a defined number of years experience in the domain area as an ISA or a relevant qrralrfication such as Chartered Engineer. 

The Safety Design and Implementation Team is chartered by the Medical Center to plan, develop, implement, and supervise the installation and initiation of our Leading with Safety culture improvement process under the direction and oversight of the Safety Senior Leadership Team. The results of the team s work will be reported to the Medical Center s senior leadership and to the risk management committee of the board of directors/trustees. 

One of the team members has to hold a Road Safety Audit Certificate of Competency, and the team leader must be a chartered engineer with at least 7 years experience in design, road safety engineering and collision investigation.
