Safety Management Framework

The objective of this chapter is to present the analysis of a road safety management framework in European coimtries and the identification of good practice for the optimization of road safety management processes, carried out within the DaCoTA research project.

The Occupational Safety and Health Administration s regulation 29CFR1910.119 provides a regulatory framework for process safety management. This regulation applies to facilities handling a spedfied list of chemicals above indicated threshold quantities.

In order to develop an actual tool for safety management it does not suffice to stop at the analysis stage of failure classification mentioned above. These classification results have to be translated into proposals for effective preventive and corrective action (see module 6 of the NMMS framework in Chapter 4). To fulfil this purpose a socalled Preliminary Classil icalion/Action Matrix is proposed below (see figure 5.3.),... 

In the previous chapters the purposes of near miss reporting have been outlined and a framework of designing such a safety management tool has been presented. The importance of human behaviour as a dominant factor in incident sequences was stressed by developing a system failure classification scheme largely based on a theoretical model of operator behaviour. Also an overview was given of the organisational factors necessary for a successful implementation of a NMMS.

As we have already noted, these provisions also need to be understood in relatitm to the requirements regulation health and safety management generally that are found in Directive 89/391/EEC - the so-called Framework Directive. 

This safety and health management system constitutes a safety framework with elements that should be implemented in all laboratories. More specific tools to delegate the responsibility of safety management in the radioanalytical chemistry laboratory are described in the following section. 

Opinion on this varies and in many conntries harm to staff is likely to be covered by other risk management frameworks snch as that of the UK s Health and Safety Executive [3]. As with some of the issues presented above, it is important either way, to formally include or exclude harm to staff and other patients in developing the scope of the SMS.

In relation to the industry safety management, the request for an internal control system means that the industry is forced to establish a structured system for managing safety issues. Inherent in this system are also the technical and organisational prerequisites for making the right choices within the flexible framework defined by, inter aha, function requirements - and indeed also the prerequisites for identifying such flexibility. Consequently, the internal control as it is required under the safety legislation is a crucial factor in the industry s internal prescription of norms (5).
