These committees are usually union safety committees, with membership determined by the union. Some workplaces with more than one union will have more than one union safety conunittee. The committee operates without management and meets regularly with management to discuss safety issues. At these meetings, the committee raises concerns. 

Incidents, damage, uncertainty and risks are therefore differing dimensions of physical safety. Each dimension raises other political and administrative issues, but the way we deal with each one influences the way we deal with the others. The potential advantages and disadvantages must therefore be viewed both separately and in relation to one another. It is an intricate balancing act to allocate responsibilities in a way that prevents incidents, limits and covers damage, and manages risks and uncertainty as effectively as possible. 

Managers and supervisors respond positively to safety issues that are raised.

Questions about the influence that the law can have in managing risks in modern society have been considered in this research through an in-depth study of occupational health and safety on the railways. It is a study of one company in one industry in one country at one moment in time. But it offers us a partial glimpse into other areas of social and economic life. It also raises important issues about the influence of risk in our lives and the possibilities of controlling corporate deviance. Some Robens-based OHS legislation provides a process for issue resolution where a workplace has not agreed on its own process. This is often presented in the form of a flowchart. The usual advice to employees if they have an OHS problem is to raise it with their supervisor in the first instance. Where an atmosphere of tmst prevails this is good advice. However, if the employee feels that raising an issue may result in discrimination, the employee may rightly prefer to go through the health and safety representative, or a union. The health and safety representative or a union may resolve the issue with management or it may be dealt with by the health and safety committee. If it cannot be resolved, an OHS inspector may be asked for a determination and issue a notice. Further review by heads of OHS authorities, or courts varies with the particular jurisdiction. In New Zealand, for example, the District Court resolves disputed notices.
