Safety culture function

To solve the problems in China coal mine safety cultural construction, the following measures should be taken, so as to promote the safety culture function, and promote the healthy development of the construction of safety culture. 

Traditional accident models were devised to explain losses caused by failures of physical devices (chain or tree of failure events) in relatively simple systems. They are less useful for explaining accidents in software-intensive systems and for non-technical aspects of safety such as organizational culture and human decision-making. Creation of an infrastructure based on which safety analysis can function efficiently and effectively is needed. A so called safety culture for a development company and processes associated with routine tasks there, in general, is now identified as an area of root cause of accidents and that there is the greatest... 

The committee believes that the JACADS and TOCDF safety programs and performance have been and continue to be adequate to ensure that chemical demilitarization operations are being conducted safely. Even so, there is considerable opportunity for improvement. Many of the incidents that have occurred at JACADS and TOCDF could have been significantly mitigated—if not prevented—had a true safety culture been in place and functional at the time. 

In conclusion, the Working Group gained a clear picture of how SGHWR functions as a result of the tour and the presentations. The differences in design and in safety culture between SGHWR and what is believed to have been the case at Chernobyl were elucidated. It is clear that a Chernobyl-type accident could not occur at SGHWR. 

It must be emphasized that a component whose lifetime is exponentially distributed cannot be improved by maintenance. For an improvement would imply a reduction of its failure rate. In the present model it is ensured that the unavailability is equal to zero after every functional test. This is achieved by determining in the first place whether it is still capable of functioning or has failed. In the latter case the component is either repaired or replaced. If it is still capable of functioning it is as good as new because components with a constant failure rate do not age by definition. If it has to be repaired, as good as new is a hypothesis usually corroborated in plants with a good safety culture. 

All these functions entail the managanent of anployees, materials, machinery, the environment, and processes. These four basic functions of safety management, if integrated into a manager s normal functions, could provide for better management, leadership, and involvement in the safety program and its elements. A positive safety culture can only be obtained by positive proactive leadership. 

Positive behavior reinforcement is one of the vital ingredients to safety success, especially to safety culture change interventions. Of all the efforts and functions carried out by leadership, positive behavior reinforcanent is likely to have the greatest effect on the success of the safety systan and consequent culture change. 

An organization s safety culture is ultimately reflected in the way safety is managed in the workplace. If the day-to-day business incorporates safety functions and activities on an ongoing basis, then safety has been integrated into the normal business process. That is an indicator of a positive safety culture. 

Another immediate safety culture gauge is the safety notice board. Are safety notices, posters, and other information on the notice board dirty, dog-eared, yellowed, and tattered This shows that they have not received attention for a long time and is an indicator of poor attention to safety information. If they are neat and tidy, updated, and neatly arranged on the board, this means they are kept current and indicates that there is awareness concerning safety information. Accumulation of dust on workshop shelves and on the tops of cabinets could indicate a potential respiratory risk. Safety culture can only be created when management techniques and practices are applied to safety as they would be applied to production or other aspects of the business. Management control is the most important safety management function and has seven steps, detailed in the following sections.
