Besides the use of accident trends, other tools can be used to effectively assess culture. A short discussion of some useful tools to determine safety culture development is offered later in this chapter. Later chapters delve into a selected number of these tools in much greater detail. 

Close calls and nonpersonal injury incidents are important. They should be given the same attention or more than those incidents resulting in injury. As your safety culture develops, the more common the use of first-aid/incident logs as accident prevention tools will become. 

The person(s) who is attempting to determine safety culture development should review all of the individual accident report forms. During this review, any shortcomings or needs for improvement should be noted. For instance, if these reports are incomplete or filed late, a determination needs to be made about why this has happened. The result could include policy adjustments or other corrective action. 

Besides accident forms, accident investigations are a tool used to assess safety culture development. An investigation should be part of every accident, incident, or close call file. This investigation can vary tremendously... 

OTHER TOOLS TO DETERMINE SAFETY CULTURE DEVELOPMENT... 

Receiving OSHA citations can propel your safety culture development in the wrong direction. Your workers are interested in working in a hazard-free environment. Once a citation is received, team members may have less confidence or trust in management s judgment. This lack of confidence can take years to mend, and in the meantime culture suffers. 

Training is an important part of safety culture development. The worker who is adequately trained will be a safer and more productive worker. Building and developing safety culture is a step-by-step process. Training is one of the most important steps in the building, development, and enhancement of safety culture.
