Safety considerations contracts

Department of Defense policy is to rely on performance based requirements whenever practicable and to not require standard management approaches or manufacturing processes in solicitations and contracts. By establishing performance requirements and then relying on contractors to meet those requirements, we dramatically reduce contractual call-out of specific specifications and standards and enable innovation. Most importantly, this allows contractors to meet our full needs—including safety considerations—at the lowest cost. [Pg.25]

This interim SoBP applies to the activities of contract assessment, software development, assurance, verification and validation and initial acceptance. It does not consider the in-service phase, nor does it consider in detail the concept and assessment phases. Nevertheless, many of the in-service issues are similar in scope to those presented here, especially considerations such as upgrading systems and die use of COTS products. Estimates of the number of people injured by pesticides vary widely but may be 100-times the accidental death rate on a worldwide basis (j5, 6). In 1985, 2500 occupationally-related accidental pesticide poisonings were officially reported in California and the real number of injuries may be considerably higher. Neither is the record of safety in pesticide manufacturing in the USA unblemished. Serious injuries to workers involved in manufacturing the insecticide chlordecone, the nematicide dibromochloropropane (DBCP), and, possibly, the insecticide leptophos have been reported in the last 15 years (4, ). There is preliminary but disquieting epidemiological evidence that frequent users of some herbicides may have an elevated risk of contracting cancer, particularly if standard safety precautions are not observed (e.g. 7.,8). [Pg.55]

System Level Safety requirements exist at the aircraft, system, item, component and material level (refer, inter alia, ARP4754A para 4.1.3). The contracting agency and the assessor therefore must consider the system level of the design and scope the assessment accordingly. In other words, It s the way we do things around here . Essentially, culture is established by what the leaders of an organization pay systematic attention to. A pro-active safety culture is typified by management s stated cormnitment, and its observed actions, in support of positive safety initiatives and outcomes. However, if, for example, leaders place a heavy focus on cost contairunent, or if there is a loss of some key contracts, then cost will become the dominant consideration and may well be placed ahead of arty other considerations, perhaps even its approach to safety. [Pg.47]
