Responsible Care Standards

Suppliers and potential suppliers are classified with respect to expected or known compliance with environmental and safety standards. In a first approach, this classification is performed according to their location in OECD countries or non-OECD countries, since the risk of noncompliance with environmental and safety standards is expected to be higher in non-OECD countries (Kranz and Sargasser, 2003). Products/producers assigned a C3 rating represent a potentially high risk and are therefore subjected to a particularly careful check. This means that BASF employees visit the supplier and carry out an EHS assessment to determine whether the supplier s plant operates according to Responsible Care standards. A company can only be included in our list of suppliers if its facilities meet our requirements. 

One of the six elements of Responsible Care is the Codes of Management Practice, and one of the codes is the Process Safety Code of Management Practices (34). This code emphasi2es management commitment and accountabiUty, information sharing, and community relations, but also includes 11 of the 14 specific elements of the legislated process safety management standards developed later. 

The chemical industry must rethink the next set of standards and not simply push Responsible Care to the next incremental step. Sustainable development means economic growth that does not deplete irreplaceable resonrces, does not destroy ecological systems, and helps reduce some of the world s gross social inequalities. 

Accidents in which care levels of both firms and customers affect damages are called bilateral accidents. Strict liability with contributory negligence will efficiently manage risks in bilateral accidents if customers are aware of the courts due-care standard. Under strict liability with contributory negligence, consumers must engage in precautions that the court determines are cost-effective. The damages that remain after that level of care is taken are the firm s responsibility. This increases product prices and reduces purchases, an important method of accident control (Shavell 1987, 54).

Finally, as a consequence of trans-European collaboration and policy coalitions, voluntary standards on safety and the environment diffused throughout the new member states. One of the main objectives of CEFIC was to promote not only EU legislation but also Responsible Care as another mechanism to level the regulatory playing field in Europe, to promote a culture of safety and corporate responsibility, and to protect the reputation of the European chemical industry. Table 15.2 presents the growths of Responsible Care participation by chemical enterprises in Central and Eastern Europe.

Evolving legal and regulatory practices and standards are becoming more stringent. Responsible Care embodies elements of preventative law that protects companies from legal liability as their performance improves.

In negotiating to purchase raw materials, BASF uses a safety matrix to evaluate the dangers posed by their physical and chemical properties. Suppliers are also subject to environmental and safety audits by BASF employees to minimize pollution and to assure their use of safety standards are in accordance with Responsible Care. The company s environmental criteria are supplemented with minimum social standards that suppliers are expected to meet, including the prohibition of child labor and the use of forced or bonded workers.

New laws have given pharmacists the responsibility of explaining carefully to a patient the workings of a drug and its possible side effects. At the same time, changes in the insurance industry have added lots of paperwork and reduced our fees. So that means that pharmacists have to work more quickly while maintaining careful standards.
