The Hazardous Materials Transportation Act regulates used oil and petroleum distillates if they meet the definitions of "flammable" or "combustible." All used oil generators and transporters must comply with applicable Department of Transportation regulations for hazardous materials (49 CFR, Chapter I -Research and Special Programs Administration).

The Hazardous Materials Transportation Act of 1975 (HMTA) and the 1990 Hazardous Materials Uniform Safety Act were promulgated to protect the public from risks associated with the movement of potentially dangerous materials on roads, in the air, and on waterways. They do not pertain to the movement of materials within a facility. Anyone who transports or causes to be transported a hazardous material is subject to these regulations, as is anyone associated with the production or modification of containers for hazardous materials. Enforcement of the HMTA is delegated to the Federal Highway Administration, Federal Railway Administration, Federal Aviation Administration, and Research and Special Programs Administration (for enforcement of packaging rules). 

The Research and Special Programs Administration (RSPA) of the US Department of Transportation (DOT) published a list of the top 50 hazardous materials in a 1998-1999 summary of HAZMAT transportation incidents (24). The corrosive materials that were most involved in HAZMAT incidents in 1998 were sodium hydroxide solutions, basic inorganic liquids, hydrochloric acid, solutions, sulfuric acid, cleaning liquids, hypochlorite solutions, basic organic liquids, liquid amines, and ammonia solutions.

Ammonia is transported through 6-inch (15-cm) to 8-inch (20-cm) steel pipelines as a liquefied compressed gas. These pipelines are operated by common carrier companies and are regulated by DOT through the Office of Pipeline Safety Regulation of the Research and Special Programs Administration.
