Spill Prevention and Detection. It is far better to prevent a leak or a spik than to clean one. The fundamental rule of leak and spik prevention is to reduce the possibkity for contamination by directing resources as close to the source as possible (Fig. 11). In addition to increasing the effectiveness of a spik and leak prevention program, the costs are lower if the focus is placed on preventing the occurrence in the first place. Regulatory trend, however, is to requite methods that respond to leaks after they occur. In addition to being more costly, this type of requirement is often a disincentive to prevent the leaks in the first place, because of the additional cost.

The constraint of key practices is that they need to be monitored and evaluated periodically to ensure that they are suitable, and to keep them current with industry and regulatory trends. 2 Across the industry, key practices were not always implemented at the same time, causing divergence in the implementation of the related key practices. 

Perhaps ironically, it was a herbicide—aminotriazole—which started the present regulatory trend and resulted most recently in rather specific government demands for environmental chemistry data to permit the registration of new herbicides and reregistration of old favorites (44). Modern society is being pushed inexorably toward a most serious dilemma the requirement for pest control vs the need for human and environmental safety. As we have seen in just the few examples of this Chapter, much— perhaps most—of our uncertainty arises from ignorance of the forces which act upon chemicals in the environment. Time is growing short for chemists to learn and apply the scientific fundamentals of the photochemical, microbial, and transportive phenomena which have been observed for centuries to influence us and our environment. 

There are several regulatory trends which, during the past decade or more, have focused an inordinate degree of attention and an increasing level of resources on reevaluation of older pesticides. During this period, it has also become more difficult, costly, and time-consuming to obtain registration approvals for newer pesticide products. 

Provide review of the framework to adapt to changing technology, evolving company directions, and emerging judicial and regulatory trends.

It seems likely that the principal reactions discussed before, namely asymmetric hydrogenation, isomerization, and epoxidation, wUl ultimately find extensive use in the production of pharmaceuticals, given the regulatory trend towards the treatment of enantiomers of the same compound as distinct therapeutic agents. The complex chemistry in this area comprises a relatively young discipline, but there can be no doubt that commercial applications of enantioselective homogeneous catalysis are set to increase rapidly.
