Glean Water Act. The Water QuaUty Act of 1987 and Clean Water Act of 1977 amended the Water Pollution Control Act of 1972, and are known collectively as the Clean Water Act (CWA). Their objective is to restore and maintain the integrity of U.S. waters. There are spill prevention, control, and containment requirements with which to comply. It requires replacement of older storage tanks or installation of double bottoms or seals. [Pg.370]

Spill Prevention and Detection. It is far better to prevent a leak or a spik than to clean one. The fundamental rule of leak and spik prevention is to reduce the possibkity for contamination by directing resources as close to the source as possible (Fig. 11). In addition to increasing the effectiveness of a spik and leak prevention program, the costs are lower if the focus is placed on preventing the occurrence in the first place. Regulatory trend, however, is to requite methods that respond to leaks after they occur. In addition to being more costly, this type of requirement is often a disincentive to prevent the leaks in the first place, because of the additional cost. [Pg.321]

Those federal regulations of interest and importance for addressing subsurface environmental issues in chronological order of establishment include the National Environmental Policy Act (NEPA), Spill Prevention, Control and Countermeasure (SPCC), the Safe Drinking Water Act (SDWA), the Resource, Conservation, and Recovery Act (RCRA), the Clean Water Act (CWA), the Toxic Substance Control Act (TSCA), the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), the Superfund Amendments and Reauthorization Act (SARA), the Federal Insecticide, Fungicide, and Rodenticide Act (FTFRA), and the Petroleum Safety Act (PSA). These regulations are discussed below. [Pg.21]

More stringent vessel safety and accident and spill prevention measures are regulated by the Coast Guard as promulgated under the Port and Tanker Safety Act of 1978 (33 USC, Sections 1201-1231), Safety of Life at Sea (SOLAS) Convention of 1973, and the MARPOL Convention of 1978. Financial responsibility to meet potential Lability under the CWA must also be met. [Pg.21]

It is suggested that waste minimization, spill prevention, leakage prevention, volume reduction, waste recycle, energy conversion, and conservation be practiced by the industry as well as the community. Innovative technology must be developed, and good managerial methods must be established for this practice. With all these improvements, modern incinerators and landfill facilities may still be needed, but their numbers and sizes will be significantly reduced. [Pg.85]
