Punch Lists

Line management should establish a system to provide consistent information about incidents and compliance issues, together with associated follow-up actions. Progress should be reviewed regularly, and can be recorded on a punch-list-style report showing status, estimated completion date, and whether an item is open or closed. When action items are completed, they can be moved to a closed punch-list for future audit trail purposes. 

The Validation Plan indicates the beginning of the validation project System Acceptance indicates that a system is validated. The system life cycle moves into the Operation and Maintenance phase. The System Acceptance documents often consist of a checklist, punch lists, and a summary report (commonly known as the Validation Report). 

Documents should include written statements by responsible personnel regarding the acceptability of validation evidence. These conclusions may be documented at various stages. When reviewing validation documents, look for evidence that data are available and consistent these should have a stated conclusion. Validation checklists, punch lists, and the final summary report are considered historical documents. 

After contractor has completed all construction as per 3.0, he shall notify the Owner that the plant is "ready for inspection." The Owner will then perform final inspection and provide Contractor with "punch lists" for corrections.

An example of one type of tool frequently used in project management is a list of items that, when completed, would signify the completion of a project dehverable—a punch list is one such hst that is regularly used to this day in construction projects. More and more, these tools are being incorporated into computer apphcations. In this section, we wiU take a look at tools that are available, or are being constructed, to automate the concentric circle processes.

Both the operator and contractor should each prepare their own punch lists. Each punch list will contain a list of all the work that needs to be done for a component, subsystem, or system. When an item is confirmed to be complete, it is checked off (punched out). 

All the items associated with each package are identified and listed, usually by function. So, e.g., instruments, insulation, and flange ratings will be listed separately. This work can be done when constmction is say 80% complete. The constmction personnel prepare a punch list for its own use, which it will use to check the work it is finishing. They will use this list to fix the problems that they have uncovered. 

As completion approaches 100%, the operations department prepares its own punch list for that package. When the constmction team members state that they are ready to mm it over, the operations department will prepare its own punch list, which will be managed in parallel with the constmction checking process. 

As completion approaches 100% for that package, the Operator will also prepare a punch list and turnover package, thus providing a double check on the contractor s work. 

At the conclusion of the commissioning step. Turnover Packages will have been prepared and handed over and all Level A and B punch list items will have been closed out. 

A punch list is a document whose purpose is to identify all instances of nonconformance to specifications or good practice for correction by the construction team. After installation of a system, it is necessary to check it for completeness and compliance with all design documentation. The approach should be methodical. Systems may be broken down into smaller units following line references and equipment item numbers. The relevant commissioning engineer should be familiar with all drawings and specifications pertaining to the part of the plant to be punch-listed. All lines should be walked and all pipes, instruments, and equipment items inspected visually. 

The punch-listing process should be carried out in two stages. First, the preliminary list follows installation of equipment and pipework. Some instrumentation may still have to be installed. The final list follows completion of flushing, cleaning, pressure testing, and installation of all instruments. The following list is not exhaustive but shows some of the items that must be checked in a chlor-alkali plant. 

Clearance is the evaluation undertaken to make sure that the intended work was actually done, and that the area is now safe for you and your family. It is similar to a punch list for a construction job, but in addition to looking at the specific work that was done, environmental testing is conducted to ensure that there are no lead hazards remaining. It should not be started until at least an hour has passed since the work was completed, to allow for most lead dust in the air to settle onto the floor and other surfaces. During this hour, no one should enter the work area, so that the dust will not be stirred up again.
