Procurement performance

Procurement should be planned properly, and procurement performance should be monitored regularly. 

Reduced negative environmental impacts. Through an evaluation of pollution-prevention alternatives, which consider a total systems approach, consideration is given to the negative impact of environmental damage to natural resources and species that occur during raw-material procurement and waste disposal. The performance of pollution-prevention endeavors will therefore result in enhanced environmental protection. 

If not available and the driver is a motor, the local electrical engineers may be coerced into procuring accurate current (CT) and potential (PT) transformers to permit the use of watt meters. The everyday plant CTs and PTs aren t suitable for a quantitative field test. When having to solve a compressor s performance, one will use what is available, but only because it is expedient. 

When analyzing the financial impact of projects, it is often useful to further categorize costs as either procurement costs or operations costs. This distinction better enables the projection of costs over time, because procurement costs are short-term, and refer to all costs required to bring a new piece of equipment or a new procedure on-line. Conversely, operations costs are long-term, and represent all costs of operating the equipment or performing the procedure in the postprocurement phase. 

In addition, the plant engineer is responsible for testing newly installed systems to assure that they comply with procurement and performance specifications. 

Depending on the scope and complexity of maintenance as well as economic considerations, inspections and performance will be (both or either) the responsibility of in-house permanently employed staff or outside specialists or contractors. In the latter case, particular expertise is required, and this should be reflected in the selec-tion/procurement procedure. 

As reviewed in the interest of sound design-procedure, the necessary creep information should be procured on the prospective material, under the conditions of product usage. In addition to the creep data, a stress-strain diagram, also at the conditions of product usage, should be obtained. The combined information will provide the basis for calculating the predictability of material performance in the designed product.

One of the limitations of the portable field survey instruments in the measurement of americium is that their quantitative accuracy depends on how well the lateral and vertical distribution of americium in the soil compares with the calibration parameters used. These methods can provide a rapid assessment of americium levels on or below surfaces in a particular environment however, laboratory-based analyses of samples procured from these environmental surfaces must be performed in order to ensure accurate quantification of americium (and other radionuclides). This is due, in part, to the strong self absorption of the 59.5 keV gamma-ray by environmental media, such as soil. Consequently, the uncertainty in the depth distribution of americium and the density of the environmental media may contribute to a >30% error in the field survey measurements. Currently, refinements in calibration strategies are being developed to improve both the precision and accuracy (10%) of gamma-ray spectroscopy measurements of americium within contaminated soils (Fong and Alvarez 1997).

We also find that customers in the low-price, low cost-to-serve quadrant, although typically not the largest ones, are most likely to share costs. They are also the most difficult to satisfy, are equally satisfied with their other vendors performances, and are unprofitable. It is possible that these customers share costs with vendors and jointiy work with them to reduce the overall procurement costs. But rather than mutually share the gains from cost reductions, it appears that these customers might squeeze margins beyond the cost reductions that accrue to the vendors.

The federal acquisition regulations that govern procurement and acquisition procedures undertaken with federal funds are applicable to both materiel and contract services for closure of JACADS...
