Post-maintenance testing

Before any system or component is returned to service after maintenance, tests should be performed to ensure that the objective of the maintenance has been achieved, that the limits and conditions for normal operation associated with that system or component are satisfied, and that the plant can be operated safely. This procedure should include testing of connected systems and other systems in the work area that may have been affected by the maintenance action.

If repairs are made in situ, post-maintenance testing should be performed and procedures for returning to service should be followed, as mentioned in paras 8.50 and 8.55.

Initial startup testing procedures have been prepared and implemented to demonstrate that structures, systems, and components (SSCs) and processes will perform as intended. Initial testing includes, as appropriate, bench tests and proof tests prior to installation, mockup tests, pre-operational tests, post-maintenance tests, post-modification tests, and operational startup tests. Safety-related items are subject to the quality-assurance requirements of SNL/NM Research Reactor and Experimental Programs (RREP) Quality Assurance Program Plan (SNL 1998a), as implemented by the facility Project/Experiment Quality Plan (PEQP). Testing inciudes those initial tests mandated by applicable Technical Safety Requirement (TSR) surveiilance requirements (see Chapter 5.0, "Derivation of Technical Safety Requirements") and Operational Readiness Review (ORR) requirements (see DOE O 425.1 and DOE-STD-3006-93).

Several actions were taken either by the licensees or the regulatory bodies in Member States. Those actions taken by the licensees include establishment of review programmes, review of RPS and other safety-related components and relative post-maintenance, testing, review of modification, preventive maintenance and surveillance programmes, etc. Actions taken by regulatory bodies include review of licensee s programmes and activities, development and issuance of certain requirements and relative documents, etc. 

Other interesting operational improvements for shutdown operation include a general review of applicability of procedures, development of an umbrella system of activities and development of specific post maintenance testing schemes. Development of an operating plan for shutdown which would indicate the required operability of systems and equipment could also be considered among operational improvements (some plants may call this an administrative improvement). 

The DOE staff has determined that maintenance training does not fully meet the restart criteria. The training programs for post-maintenance testing and conduct of maintenance have not been completed. Training is scheduled by the MIP for development and completion prior to the program implementation. 

A post-maintenance testing program shall be established that is applicable to all maintenance activities and addresses each department s responsibilities, equipment to be included, degree and type of testing procedures, acceptance requirements, testing control, and results documentation. 

Prior to restart, a Maintenance Improvement Program shall be established that incorporates the elements specified below. The implementation of this program shall be initiated at restart for safety-related systems identified in Table 5.6.1. Reactor Operations Management Plan (ROMP) items addressed in paragraphs 13.2.2 and 13.2.5 below shall be satisfactorily implemented. Additionally, adequate control of maintenance activities and post-maintenance testing activities shall be in place.
