Packaging safety regulation

Plastic materials in contact with food, and the duration of contact, are constantly increasing. The more hvely debates on the real safety of food in contact with materials, popularized by magazines more or less able to master the concepts used to protect the consumer (low toxicity, low migration of the substance, low exposure of the consumers, etc.), do not promote consumer confidence in plastic materials used for packaging. Successive regulations on polycarbonate materials, on residual bisphenol A, illustrate this idea perfectly. This controversy and the accompanying media coverage are analyzed in the study by Laura Maxim (see Chapter 1).

The RSL is not intended to address product safety regulations outside the chemical management area -such as Consumer Product Safety Commission (CPSC) regulations related to small parts. Moreover, it is not structured to cover toys, automotive textiles, or other industrial textiles. The latest government regulations set forth under the Toxic Substances Control Act and in PubHc Health Service pubHcations should be checked before formulating new lubricants. Users of lubricants should request Material Safety Data Sheets for each substance involved plus certification of compliance from vendors. Lubricant compounders should insist on similar information from their suppHers for any additive packages. Manufacturers of both additives and lubricants commonly make toxicity checks on commercial products. 

In the words of RSPA, the changes to the regulations will (/) simplify and reduce the volume of the HMR, 2) enhance safety through better classification and packaging, (3) promote flexibiUty and technological innovation in packaging, (4) reduce the need for exemptions from the HMR, and (5) facihtate international commerce (3). 

Rosin has a low order of toxicity foUowing ingestion or skin contact. Rosin and its numerous derivatives have a number of permitted food packaging and other direct and indirect food contact uses throughout the world. Sanctioned uses appHcable in the United States are outlined in U.S. Food and Dmg Administration (U.S. FDA) Regulations (2). Material Safety Data Sheets (MSDSs) for specific rosins and thein derivatives should be consulted before thein use.

(MCA) has pubUshed the Chemical Safety Data Sheet SD 63, which describes in detail procedures for safe handling of use of toluene (46). The Interstate Commerce Commission classifies toluene as a flammable Hquid. Accordingly, it must be packaged in authorized containers, and shipping must comply with ICC regulations. Properties related to safe handling are autoignition temperature, 536°C explosive limits, 1.27—7.0 vol % in air and flash point 4.4°C, closed cup.

Regulate the classification, provision of safety data sheets, labelling and packaging of substances and preparations dangerous for supply. There are specific exceptions, e.g. medicines, pesticides, wastes, radioactive substances or preparations.
