In fact, the lack of appropriate efficacy methods is internationally recognised by the authorities and there is an OECD initiative to (i) improve knowledge on what methods are available for efficacy testing of the different biocidal product types, their validity and any problems they may have and (ii) identify gaps where new methods are needed.

Note that good laboratory practice (glp) should not be confused with Good Laboratory Practice (GLP). The latter is the name given to a set of principles governing the organizational process and the condition under which non-clinical health and environmental safety studies are planned, performed, monitored, recorded, archived and reported, and was put forward initially by the Organization for Economic Co-operation and Development (OECD) (see Chapters 2 and 9).

A comprehensive Manual for Investigation of HPV Chemicals is available (OECD 2004). The Manual describes procedures, including the use of electronic discussion groups and the online HPV database data gathering and testing SIDS, the SIDS plan, and the SIDS Dossier data evaluation initial assessment of data (guidance for assessing the hazards of chemical substances to man and the environment) preparation of the SIAR and SIAP and post-SIDS work.

The combined repeated dose toxicity study with the reproduction/developmental toxicity screening test (OECD TG 422, US-EPA OPPTS 870.3650) comprises a basic repeated dose toxicity study and a fertility/developmental toxicity screening test and, therefore, can be used to provide initial information on possible effects on a limited number of reproductive performance parameters. The test does not provide complete information on all aspects of reproduction, has a relatively short period of exposure, and does not provide evidence for dehnite claims of no reproductive effects, while positive results are useful for initial hazard assessment. Furthermore, results regarding repeated dose toxicity are influenced by the pregnant state of the female animals (see also Sections 4.7.3.1 and 4.7.5.2.2).

Before starting to draft the report, consider who the final users will be and adapt the presentation accordingly. Requirements and expectations differ between regulatory authorities. Some authorities have their own reporting formats. For instance, the EPA provides report templates for pesticide studies (1), and the FDA provides templates for food studies (2). A report format initially produced for one authority, such as the OECD, may prove to be unsuitable for subsequent submission to another authority, such as the EPA. Therefore, it is very important to know in advance all of the authorities to which the report will be submitted. Once the final report has been issued it cannot be modified except by amendment, which is very difficult to do for formatting changes.

This is another major initiative of the chemical industry, a global programme focusing specifically on the assessment of HPV chemicals. Launched through the ICCA in 1998 in co-operation with the Organisation for Economic Development and Co-operation, this programme builds on early co-operative work of chemical companies with the OECD Chemicals Programme. 

End November 2006, the number of ICCA substances evaluated and accepted by OECD the Screening information Data Set (SIDS) Initial Assessment Meetings (SIAMs) was 465 but in November 2007 it was close to 600. As the EU s new chemicals legislation, Registration, Evaluation, Authorisation and Restriction of Chemical substances (REACH) entered into force in June 2007, there is some concern about competition at European level with REACH requirements but it seems now that the data collected within the HPV programme would be recognised under REACH.
