As long as workers rely on wages to maintain their standard of living, and as long as work remains a dangerous activity, we will need a system that guarantees all of us adequate compensation in the event of injury or illness. Properly devised, this system can even make a modest contribution to providing incentives for safety. But the main components of occupational safety and health policy will have to be found elsewhere. 

Everything depends on context. However well-crafted, an occupational safety and health policy would fail miserably unless it is embedded in a larger strategy that makes worker empowerment possible. At a minimum, three larger issues must be addressed ...

Occupational safety and health policies are systems of codified decisions established by an organization to support the safety and health functions within the organization. Setting safety policies is when a manager develops standing safety decisions applicable to repetitive problems that may affect the safety of the organization. These are also referred to as safety and health standards to distinguish them from the safety policy statement.

This does not suggest that you should not use written communications or vocally espouse your support for safety and health at your woikplace. However, this is all for naught when you sidestep your safety and health rules and policies when it is inconvenient to follow them. When this occurs it is perceived that you are placing production above safety and health in your workplace. Is this what you want to communicate If you look the other way when your supervisors do not follow your occupational safety and health policies and procedures, your actions are more effective than anything you have said or written regarding commitment to safety and health.

The Occupational Safety and Health Act (OSHA) covers a broad range of issues relating to worker health and safety, many of which impact the power generation industry (16,17). The Act sets standards designed to protect worker health and safety, particularly in industrial settings. The Occupational Health and Safety Administration, organized under the U.S. Department of Labor, implements and enforces OSHA standards and periodically updates policies governing worker health and safety.

Efforts to regulate the hours worked by resident-physicians have gained momentum. The American Medical Student Association (AMSA) has backed a house resolution (HR 3235) that seeks to limit resident-physician work hours. Additionally, AMSA has also sponsored a petition to the Occupational Safety and Health Administration for new workplace standards for resident-physicians. In response, the American Medical Association has adopted new standards limiting resident-physician work hours to 80 hr/week (37). This policy might serve as a basis for future claims against hospitals that violate the standard.
