To conclude, this sampling of the literature of risk perception, the comments of Covello, 1981 may be summarized. Surveys have been of small specialized groups - generally not representative of the population as a whole. There has been little attempt to analyze the effects of ethnicity, religion, sex, region age, occupation and other variables that may affect risk perception. People respond to surveys with the first thing that comes to mind and tend to stick to this answer. They provide an answer to any question asked even when they have no opinion, do not understand the question or have inconsistent beliefs. Congress passed the Occupational and Safety Health Act to ensure worker and workplace safety. Their goal was to make sure employers provide their workers a place of employment free from recognized hazards to safety and health, such as exposure to toxic chemicals, excessive noise levels, mechanical dangers, heat or cold stress, or unsanitary conditions. In order to establish standards for workplace health and safety, the Act also created the National Institute for Occupational Safety and Health (NIOSH) as the research institution for the Occupational Safety and Health Administration (OSHA). Another aspect of wave function instability concerns symmetry breaking, i.e. the wave function has a lower symmetry than the nuclear framework. It occurs for example for the allyl radical with an ROHF type wave function. The nuclear geometry has C21, symmetry, but the Cay symmetric wave function corresponds to a (first-order) saddle point. The lowest energy ROHF solution has only Cj symmetry, and corresponds to a localized double bond and a localized electron (radical). Relaxing the double occupancy constraint, and allowing the wave function to become UHF, re-establish the correct Cay symmetry. Such symmetry breaking phenomena usually indicate that the type of wave function used is not flexible enough for even a qualitatively correct description. [Pg.76]

The original definition of natural orbitals was in terms of the density matrix from a full Cl wave function, i.e. the best possible for a given basis set. In that case the natural orbitals have the significance that they provide the fastest convergence.
