Within the FDA s Center for Food Safety and Applied Nutrition, the Office of Food Additive Safety administers premarket approval processes for new direct food additives and food additives that are components of food contact materials. Most food contact materials are regulated via the food contact notification process and authorization of new food contact materials is administered by the Division of Food Contact Notifications (see Chapter 2 for further information). The notifier has the primary responsibility to demonstrate the safety of the proposed use of the food contact material. Review scientists within FDA perform a fair evaluation of the data in a food contact notification, as well as other relevant information, to determine if the knowledge base supports the finding with reasonable certainty that no harm will result from the intended use of the food additive. This is documented by the discovery of essential functions for the "new trace elements in the past seven years (I) and by the increasing knowledge of marginal or pronoimced deficiencies in humans of such elements as iron (2), zinc (3), chromium (4), and perhaps copper (5) and selenium (6), Although some of these deficiencies occur only in special age and sex groups or under unusual conditions, their existence has aroused public and scientific concern for the exact definition of human trace element needs and for the assessment of trace element nutritional status. It is important to put things into perspective. Although John Yudkin claimed that we were the biggest growing industry he did not quantify our expansion. 1 suppose that in percentage terms we have done pretty well but even now the entire health food sales in Britain, including alternative medicines and vitamins, are certainly smaller than the turnover for potato crisps. 1 have certain doubts as to whether the crisp industry has done as much to increase public awareness and knowledge on the subject of nutrition as we have been able to do. [Pg.37]
