Most OSHA standards require firms install specific types of safety equipment or institute specific safety programs. Besides specification standards OSHA also uses performance standards to set maximum levels of exposure to particular hazards. Both specification and performance standards impose considerable financial burdens on firms. The National Association of Manufacturers calculated OSHA standards cost about 103,000 (1993 dollars) for an average firm with 1-100 employees and 1,026,000 for an average firm with 501-1,000 employees (Smith 1976). Within certain industries the costs are even larger. The 1978 cotton dust standard, for instance, increased operating expenses in the textile mill products industry by more than 50 million per year (Viscusi 1992). Clearly, only if regulations are backed by financial penalties for noncompliance will firms install the safety equipment or institute the safety programs dictated by OSHA.

In the 1940 s, the National Association of Manufacturers established a Modern Pioneers Award to recognize Americans who have been awarded over 40 U.S. patents. While he did not receive the NAM Modem Pioneers Award he has received over 20 awards for his outstanding achievements in polymer science. 

Since he was unable to obtain adequate funding for a new plant facility, he left Industrial Rayon in 1952 to join Olin Corp. where he served as vice president until his retirement in 1966. The National Association of Manufacturers established a pioneer award to recognize those few inventors who were awarded 40 or more patents by the U.S. Patent Office. This award was discontinued after being given to Dr. Bruson in recognition of his being granted more than 500 patents. 

Roy is a member of the American Chemical Society, tile American Institute of Chemists, American Institute of Chemical Engineers, the American Association for the Advancement of Science and Sigmi Xi and has been awarded honorary doctoral degrees by Ohio State University, Washington College and Memchester College. He is the recipient of the John Scott Medal (1951), the National Association of Manufacturers Modern Pioneer Medal (1965), and the Chemist Pioneer award of the American Institute of Chemists (1964). He was inducted into the Plastics Hall of Fame (1973), named a Pioneer in Polymer Science in Polymer News (1985) and inducted into the Inventors Hall of Fame (1986).

ASSE, AIHA, NSC Yes. The American Public Health Association and Public Citizen and 0MB Watch and groups like the New York Committee for Occupational Safety and Health. Sure. But these groups can t match the muscle of the U.S. Chamber of Commerce or the National Association of Manufacturers.
