To allow objectivity of the findings, ElA s are usually carried out by independent specialists or organisations. It will involve not only scientific experts, but also require consultation with official and representative bodies such as the government ministries for the environment, fisheries, food, agriculture, and local water authorities. In activities which may impact on local population (terminals, refineries, access roads, land developments) local representatives of the inhabitants may be consulted, and the public affairs function...

The Blue Angel is a German eco-label for products and services [7]. The eco-label was introduced in 1978 and was one of the first worldwide environmental labels. The Blue Angel is an official label since it is owned by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety in Germany. The award criteria are established by the Federal Environmental Agency in Germany with the support of scientific institutes and the industry.

In order to elaborate a state system for registration of wastes, with Resolution 1360 from 31.08.98 the Council of Ministers of Ukraine approved the order for registration of sites where wastes are produced, recycled and used. With order Ns 41 from 17.02.99 the Ministry for environmental protection of Ukraine approved a form for register cards. 

We will discuss the main features of the offered system. At the lower level the state of all potentially dangerous sites - both natural and technogenic will be controlled. The periodicity and the facilities for carrying out the control over these sites is the concern of special expert subsystems, established on the basis of technical documents (for technical sites) or of data from the Ministry for ecological protection (for natural objects). For example, the sites of the first category should be equipped with special checking for the reliability of the security systems located directly on the site and continuous supervision of the status. 

In our country we are not told the contents of any products, not even foods. When the democratic process started, the Ministry for Antitrust thought we should have disclosure of product ingredients so that people could supervise the quality of goods, especially the quality of food. But then, you see, the political situation changed drastically, so that ministry was banned. We don t know what we re using or eating. I can t drink milk in Belarus, because it s not really milk. It s a white, watery liquid with a horrible stinking smell.

The technical committee for facility safety (TAA1) is a committee that is organized under the auspices of 31a of the Bundeslmmissionsschutzgesetzes (German environmental legislation) by the (German) Federal Ministry for the Environment, Conservation of Nature and Reactor Safety.
