Maintaining Records

Establish a Recordkeeping System. It has always been important for the food manufacturer to maintain records of ingredients, processes, and product controls so that an effective trace and recall system is available when necessary. 

As part of TSCA, EPA can require the testing of any chemical if there is the possibiUty of an unreasonable risk to health or environment or if there is significant human or environmental exposure. If the substance poses an unreasonable risk, EPA can prohibit the manufacture, processing, or distribution of the substance limit the amount of the substance that can be manufactured, processed, or distributed prohibit a particular use for the substance limit the concentration of the substance during manufacture, processing, or distribution regulate disposal methods for the substance and require manufacturers to maintain records of process and to conduct tests to assure compliance with EPA rules. 

Process hazard analyses, waste manifests, bills of lading, employee exposure data and other records may need to be maintained beyond the life of the toll. It is typically the toller s responsibility to maintain records of activities that occurred at their site although the client company may choose to keep duplicate records when deemed appropriate. Some of these documents may be proprietary and should be maintained as such. 

The disposal of waste oils is largely governed in the UK by the EPA 90. Waste oils are a Special Waste covered by Special Waste Regulations. Establishments handling more than 500 litres per annum have a duty to maintain records. There are also requirements for record keeping where waste oils contain toxic impurities and so become Special Waste .

The standard does not require that you purchase only from approved subcontractors . It does require that you maintain records of acceptable subcontractors but does not prohibit you from selecting subcontractors that do not fully meet your purchasing requirements. The standard requires that the supplier establishes and maintains records which provide evidence that the product has been inspected and/or tested. 

Where test software or comparative references such as test hardware are used as suitable forms of inspection, the standard requires that they be checked to prove that thep are capable of verifying the acceptabilify of product prior to release for use during production, installation, and servicing and shall be rechecked at prescribed intervals. The standard also requires the supplier to establish the extent and frequency of such checks and to maintain records as evidence of control. 

Records soon grow into a mass of paper and occupy valuable floor space. To overcome this problem you may choose to microfilm the records but keep them in the same location or archive them in some remote location. In both cases you need to control the process and the conditions of storage. With paper archives you will need to maintain records of what is where, and if the archive is under the control of another group inside or outside the organization, you will need adequate controls to prevent loss of identity and inadvertent destruction. 

Knowing the serial number allows detailed information on a machine or component to be obtained. This is possible because machinery manufacturers must maintain records for their products. These records, which are usually identified by serial number, contain complete design and performance data for that specific unit. For example, it is possible to obtain a performance curve or complete bill of materials for each pump found in a plant.

Corrections or removals of devices from the market may be necessitated either as a consequence of adverse event reports or the discovery of manufacturing or other defects that pose a risk to public health. The manufacturer must submit a report to the FDA within 10 days of initiating such corrections or removals. This should provide information on the identity and number of devices concerned, the reasons for doing so, and the communication of the action. The manufacturer must also maintain records of other corrections or removals that need not be reported. 

Wherever practicable, store radioactive substances in sealed, properly labelled containers. Check for leaks periodically (e.g. 2-yearly intervals) and maintain records of stocks including sealed sources (e.g. for 2 years). 

In addition to these exemptions, there are three types of units that are conditionally exempt from the regulations. These are metal recovery furnaces, precious metal recovery units, and certain other special industrial units. In order to claim these exemptions, owners/operators must provide a onetime written notice claiming the exemption, conduct sampling, and analysis, and maintain records to demonstrate compliance with all applicable requirements. Any waste management prior to burning in this type of unit, and any resulting residues, are subject to applicable hazardous waste regulation.

All plants maintain records of absenteeism, if only for reasons of keeping track of pay. These records, however, can provide a valuable source of information about the health of the workplace. If you trace them back over a few months, you will soon establish whether the absenteeism is distributed fairly evenly throughout the whole workforce or whether most of it seems to be coming from one or more specific groups or work areas. When you find that there is more sickness absenteeism among employees in a certain operation or area, your suspicions should be aroused that some factor in that operation or area could be giving rise to the excess absenteeism.

Records of inspection, testing, and maintenance of fire protection systems should be maintained. Records should indicate the procedures performed, the person performingthe work, results of the inspection, testing, or maintenance, and the date the work was performed.
