Anumber of defects with manual inspection indications clarified by AUGUR 4.2 records have been accepted for further operation in 1996 with prescription of next year AUGUR 4 2 inspection. Based on two consecutive inspections (1996-97 years) comparative analysis of AUGUR 4.2 data was executed. It was shown that the flaw configurations, reproduced by AUGUR 4.2 are stable and the small differences are conditioned only by system thresholds of linear coordinate and signal amplitude as well as variations in local conditions of in-site inspection. 

A series of equilibria is thus established, the constituents of the mixture depen ding on the local conditions. 

Of the raw material hydrogen sources—natural gas, coal, and petroleum fractions—natural gas is the most often employed in ammonia plants in the 1990s and steam reforming is by far the most often used process. Usually, dual oil pumps are included, so that one pump failure will not shut down the compressor-driver unit. The problem has been recognized by many of the developers concerned, who have consequently themselves adopted the environmental standards of other industrialized nations. In the absence of national controls this is a responsible and laudable approach. However, the piecemeal adoption of standards taken from elsewhere does not take account of local conditions. These conditions may either enhance or limit the ability of the environment to disperse and attenuate or assimilate pollutants (e.g. the occurrence of temperature inversions will limit the dispersion of air pollutants). Similarly, the use to which local resources are put may demand particularly high standards of environmental quality (e.g. the use of sea water or river water as the basis of potable water supply). The choice of standards must also take into account local practices and existing local administration. 

Coastal tankers are available up to 2000 tons capacity, equipped with pumps for discharging into customer s storage. The size of the vessels to be used will depend upon local conditions and the depth of water in the approaches. 

Local conditions may modify this profoundly in special areas. In the Arctic and Antarctic, and where there is dilution by large rivers, the salinity may be considerably less, and it may vary greatly according to season. Salinity is well below normal in the Baltic, and may fall nearly to zero at the head of the Gulf of Bothnia. In enclosed seas like the Mediterranean, Black Sea and Red Sea, on the other hand, where there is rapid evaporation, salinity may reach 40 parts per thousand. The total salt content of the inland Dead Sea is 260 g/kg compared to 37 g/kg for the Atlantic Ocean. 

Bare iron and steel are liable to rust in most environments but the extent of the corrosion depends upon a number of factors, the most important of which are the composition and surface condition of the metal, the corrosive medium itself and the local conditions. 

Intermittant exposure and local conditions need to be considered also. The ballast or storage tanks of ships will experience periods of complete submergence, partial coverage and may at times be empty. Similarly, the...
