There are three principal ways for a chemical to be added to the Proposition 65 list. A chemical can be listed if either of two independent committees of scientists and health professionals finds that the chemical has been clearly shown to cause cancer or birth defects or other reproductive harm. These two committees are the Carcinogen Identification Committee (CIC) and the Developmental and Reproductive Toxicant (DART) Identification Committee, and both are part of OEHHA s Science Advisory Board. The committee members are appointed by the Governor and are designated as the State s Qualified Experts for evaluating chemicals under Proposition 65. When determining whether a chemical should be placed on the list, the committees base their decisions on the most current scientific information available. OEH-HA staff scientists compile all relevant scientific evidence on various chemicals for the committees to review. The committees also consider comments from the public before making their decisions.

Safety, Health, And Environmental Professional. Serving as a member of the hazard review committee, the safety, health, and environmental professional will assist in identifying and evaluating hazards in the design process and provide counsel as to their avoidance, elimination, or control. Special training programs for the review committee may be recommended by the safety, health, and environmental professional. Also, consultants may be recommended who would complete hazards analyses, other than for the What-If system. 

Focused Event Team. A focused event team will gather and review information about patient safety events for the purpose of evaluating and improving the quality of health care rendered in the institution and reducing morbidity and mortality. The focused event team is a peer review organization, established by The Health Care Organization under state statute, whose members will include the members of the Office of Patient Safety and other administrators and/or professional staff as designated by the vice president of medical affairs. 

Persons will not be assigned to tasks requiring the use of respirators unless it has been determined that they are physically able to perform the work and use the respirator. The employer will designate a healthcare professional to determine and assess worker health and physical ability to wear a respirator. The respirator user s medical status will be reviewed annually. 

In the example company that developed this lean design process, its use commences when an assumption is made that a project is of such magnitude that it will require following the steps outlined in its Request for Capital Expenditure Procedure. For purchases below the capital expenditure request level, the basics in the process are applied, but not as extensively. For example, if the machine shop supervisor submits a request to purchase a metal cutting saw, safety considerations would be established and they would have to be reviewed by environmental, health, and safety professionals as well as more than one level of management. Those safety requirements would be included in the purchase order. After receipt and installation of the equipment, a safety validation would be made.
