Hydrogen fluoride is a dangerous material. Its effects are serious if large quantities are inhaled or if it is allowed to remain in contact with the skin. If unwashed and untreated, a small drop of the aqueous acid on the skin will cause a painful wound. The effects are not felt

Suppliers must also provide the eustomer with more detailed information on the hazards and safety preeautions of their produets. If the ehemieals are to be used in connection with work this is usually in a Material Safety Data Sheet. Relevant information from Table 1.10 should be included and at least cover that listed in Table 14.10.

After the type of system has been selected, many of these same factors must be considered in selecting the fluid for the system. This chapter is devoted to hydraulic fluids. Included in it are sections on the properties and characteristics desired of hydraulic fluids types of hydraulic fluids hazards and safety precautions for working with, handling, and disposing of hydraulic liquids types and control of contamination and sampling. 

Requirements for labelling of containers for supply may differ from those for conveyance. In Europe the classification, packaging and labelling of dangerous substances is covered by Directive 67/548/EEC as amended. This requires labels to identify appropriate risk and safety phrases (Tables 12.2 and 12.3) depending upon product properties. A substance is considered dangerous if in Part lA of an approved list or if it exhibits hazardous properties as defined in Schedule 1 for supply, or Schedule 2 for conveyance as shown in Tables 12.4 and 12.5. Substances not tested should be labelled Caution — substance not yet fully tested . Criteria for risk phrases are provided, e.g. as in Table 12.6 for toxic compounds.

Label all vessels to indicate what they contain. An unlabeled bottle left and forgotten in a refrigerator or cabinet presents an expensive disposal problem, because the contents must be analyzed before they can be legally discarded. National Fire Protection Association labels shown in Figure 2-2 identify hazards associated with chemical reagents. A Material Safety Data Sheet provided with each chemical sold in the United States lists hazards and safety precautions for that chemical. It gives first aid procedures and instructions for handling spills. 

FIRE HAZARD AND SAFETY PRECAUTIONS WITH COOLING TOWERS... 

I believe that much of this concern has its genesis in the fact that many persons in the public have difficulty in distinguishing between and properly utilizing the concepts of toxicity, hazard, and safety. 

Numerous books on the hazards and safety aspects of handling chemicals have been published. Two of the now standard works to be found in most technical libraries are under the original authorship of Sax7 and of Bretherick.8 Those engaged in assessing health risks can gain further insight into the variability of human response to chemical exposure from the book by Neumann and Kimmel.9... 

The following section looks at the processes and equipment commonly used in the compounding of epoxy adhesive systems. Since they can be utilized by either the formulator or the end user, there will be no strict division of the discussion by user. Hazards and safety issues related to these materials and processes are discussed somewhat in this chapter, but a more thorough discussion is found in Chap. 18. Test methods, quality control processes, and standards that are commonly used at the formulation level are addressed in Chaps. 19 and 20. 

There has been no regional institutional mechanism dealing with chemical hazard and safety matters that involves all 13 countries in East Asia. However, this does not mean that there should be one since there is already a proliferation of intercountry groupings within Asia and among the 13 countries that could handle these matters. This paper will thus look into these institutional mechanisms and determine how well they handle matters pertaining to chemicals or, if they are not yet doing so, how they can become responsive.
