Guard warning

Insulation for personnel safety is required only when accidental contact of the hot surfaces could be made by personnel within normal work or walk areas. Isolation may be in the form of guards or barriers and, in special cases, warning signs. 

Entrances to rooms and other guarded locations containing exposed li e parts must be locked and imirked with conspicuous warning signs forbidding unqualified persons to enter.

It is important to keep the test location well guarded and secured to prevent unauthorized access. The test locations must be secured with barrier tapes or other means to warn people of the hazards. If power distribution panels or switchboards are monitored, all openings created as the result of instrument setup should be sealed to prevent entry by rodents and other pests. All these steps are necessary to ensure that the tests will be completed without accidents.

In public places like terminal, for most of the people in fire accident, the measure at their first response is to escape from the building or run away after giving warning, instead of helping to fight fire, because they think full-time security guards...

Other hazards such as fire, mechanical, heat, radiation, and chemical reaction, must also be prevented to protect the operator and service personnel even if the main product standard does not specifically refer to those hazards. Refer to the appropriate standards for requirements on the limiting, guarding, and warnings for these hazards. 

A double-pole disconnect device (switch, breaker, other) should be used and should disconnect both poles simultaneously. In some products a single-pole device may be allowed to disconnect only the phase conductor when the neutral can be verified, but this is often not possible since plugs are reversible in many EU countries, such as in Germany. Parts that remain live after the disconnect device is opened (OFF) shall be guarded against accidental contact by service personnel and a warning label is necessary adjacent to the hazard areas. 

User protection is paramount Warnings are only permitted when no other means are possible and may not take the place of a safe design. For example, a MOVING PARTS WARNING is allowed only when the hazard is directly involved in the production process and there are no other possible options (i.e., guards, interlocks, stop-switch, sensors). Therefore, if a guard or other protection means is possible, it must be employed.
