It is particularly troubling that there is neither the will, nor a sense of urgency that this is an issue needing to be addressed.

Certainly the solution is the delicate balance between government safety regulations that truly do protect the public and industry s ability to be innovative, cost competitive, and have a sustainable business. But the question is What is the correct balance An easy answer is to recognize that it is okay to have a healthy tension and debate between the two ends of the spectrum, but it must focus on how to support industry competitiveness while protecting the public. Leaving either side to independently meet the challenge will result in a lopsided anphasis on one or the other. And, of course, endless debate equals no action, leaving the pnblic vulnerable and... 

Government safety regulation traditionally has been reactive and very prescriptive. Most safety regulation was borne out of a specific accident or series of accidents in an industry. Though the famous Reactor Safety Study WASH-1400 for the commercial nuclear power industry was written in 1975, it did anticipate the failure scenarios of the near failure of the reactor core at Three Mile Island in 1979. The scenarios were correct, but the probability of human failure was underestimated.

Regulation governing process safety varies dramatically outside the United States. Several European countries have strong requirements calling for safety analysis of new projects, while other countries have no process safety regulation at all. 

The federal government develops regulations and recommendations to protect public health. Regulations can be enforced by law. Federal agencies that develop regulations for toxic substances include the Environmental Protection Agency (EPA), the Occupational Safety and Health Administration (OSHA), and the Food and Drug Administration (FDA).
