Flooring European

The European Commission has accepted proposed European Parliament amendments to the draft Directive on phthalates which ask it to explore the potential health risks of phthalates in products other than PVC toys, particularly from floor coverings and food packaging of soft PVC. Another amendment would require the Commission to review other applications of PVC articles which may expose people to risks, especially PVC articles used in healthcare. The Directive would make permanent the temporary ban on the marketing of PVC toys and childcare articles intended for the mouth in children under three and containing six phthalates.

Fauna also influence soil carbon cycling. Bioturbation mixes and aerates soil, physically breaks down litter, creates flow paths for water in soil, and can reduce surface litter stocks and enhance erosion (Bohlen et al., 2004). For example, along a gradient of European earthworm (Lumbricus terrestris) colonization in a deciduous forest of northern Michigan, earthworms are associated with a decrease in litter-layer thickness, apparently mixing some forest floor organic matter into the mineral soil. Thus, fauna can create spatial patterns in SOM stocks. 

Our analysis suggests, rather, that auctions could be employed to improve stability and investor confidence surrounding C02 prices (Hepburn et al., this issue). The key mechanism would be for governments to release some of their allowances through a joint minimum-price auction. The minimum bid level would then act as a price floor (to the extent that the market needed access to the auction). To avoid competition between Member States, they would have to agree the minimum price and basic auction rules, which could be most simply operated by the European Commission, although Member States would retain the revenues. The possible sources for the most important chemical compounds identified in the European Audit project are presented in Table 5 [50]. The most important source of VOCs was materials, especially furnishings.
