Qualified for PURPA benefits, ie, only owners or operators of faciUties who cl aim qualifying status for PURPA benefits would make filings, some filings are submitted after the faciUties begin operation. FERC does not review notices of qualifying status, has not completed review of all Hsted appHcations for certification, and data provided in the filings are not verified by FERC inspection of the faciUties.

FERC was created in October 1977 as a result of the passage of the Department of Energy Organization Act. At that time, the 57-year-old Federal Power Commission (FPC) was eliminated and FERC took over many of the FPC s responsibiUties. 

Tn 1985, the Federal Energy Regulatory Commission (FERC) began a series of regulatory actions designed to improve the competitiveness of the natural gas market and give the customers of interstate pipeline companies more seiwice options and thus allow ultimate consumers to benefit from deregulation of wellhead prices. 

The North American Electric Reliability Council (NERC), established in 1968, and its associated ten regional councils have been reliability monitors of the electric bulk power system. Their emphasis on compliance with reliability standards through peer pressure was effective in the past. NERC and the councils, with oversight from FERC, are engaged in a complete restructuring of the reliability organizations. This move will ultimately involve a mo V c from peer pressure to mandatoi y compliance.

With approval by the FERC of the 1978 R D program, GRI began to negotiate and let contracts for a supplemental program, largely in the areas of unconventional natural gas supply and gas conservation. Since the FERC funding mechanism did not become effective until June 1 and cash flow from interstate sales and transportation services did not start until late summer,... 

GRI received only approximately 6 million for the FERC approved 1978 R D program and was not able to place contracts for all of its intended program during the 1978 calendar year. 

In 1979, GRI will administer over approximately 150 contracts, all of which are being funded by the FERC funding mechanism. The total GRI R D budget is about 36 million and can be broken down by percentage among the 5 operating divisions as shown in Table I. 

In the electric power industry, open sources of information—such as product data and educational videotapes from engineering associations—can be used to understand the basics of the electrical grid. Other publicly available information—including filings of the Federal Energy Regulatory Commission (FERC), industry publications, maps, and material available on the Internet—is sufficient to allow someone to identify the most heavily loaded transmission lines and the most critical substations in the power grid. 

FERC believes that 137 utilities will be required to open up their transmission networks. As of mid-1996, the NOPR is still being debated. However, several states have adopted preliminary plans to open up the transmission networks of their regulated utilities by the year 2000 or shordy thereafter.
