Facilities definition

It is important to realise that knowledge of depositional processes and features in a given reservoir will be vital for the correct siting of the optimum number of appraisal and development wells, the sizing of facilities and the definition of a reservoir management policy. 

Note that the definite integrals in the members of the elemental stiffness matrix in Equation (2.77) are given, uniformly, between the limits of -1 and +1. This provides an important facility for the evaluation of the members of the elemental matrices in finite element computations by a systematic numerical integration procedure (see Section 1.8).

The advantage of using relative risk results is that you can decide on the best way to improve safety at a facility without having to defend the absolute accuracy of the results. Relative results are also much less likely to be misinterpreted by people unfamiliar with QRA. The disadvantage of using relative results is that they, by definition, cannot give direct advice... 

Land. At this point, it should be possible to determine how much land will be required. Do not forget to include things like holding ponds, environmental buffer area, camp facilities, and rights of way or easements. It may be well to allow some contingency in initial cost estimates for land requirement increases, as more definitive design information becomes available. 

Early in the life of a project, information has not been developed to allow definitive cost estimates based on material takeoff and vendor quotes for equipment. Therefore, it is necessary to estimate the cost of a facility using shortcut methods. The first step is to develop or check flow-sheets, major equipment sizes, and specification sheets as described in earlier chapters. From the equipment specification sheets, the cost of each piece of equipment is estimated, using techniques discussed later. Once the major equipment cost has been estimated, the total battery limit plant cost can he quickly estimated using factors developed on a similar project. 

Your company receives toluene, a listed toxic chemical, from another facility, reacts the toluene with air to form benzoic acid, and further reacts the benzoic acid with a cadmium catalyst to form terephthallc acid. Cadmium compounds and terephthallc acid are also listed toxic chemicals. Your company processes toluene, and otherwise uses (not processes) the cadmium catalyst (see the definition of "otherwise use" below). Your company manufactures benzoic acid and terephthallc acid. Benzoic acid, however, is not a listed chemical and thus does not trigger reporting requirements. 

Otherwise Use The term otherwise use encompasses any use of a listed chemical at a facility that does not fall under the definitions of manufacture" or process." A chemical that is otherwise used by a facility is not intentionally incorporated into a product distributed in commerce. 

Indicate whether the chemical is manufactured (including imported), processed, or othen/vise used at the facility and the general nature of such activities and uses at the facility during the calendar year. Report activities that take place only at your facility, not activities that take place at other facilities involving your products. You must check all the blocks in this section that apply, tf you are a manufacturer of the chemical, you must check a and/or b, and at least one of c,.ji. e> orf. Refer to the definitions of manufacture," "process," and othenwise use" in the general information section of these instrilctions or section 372.3 of the rule for additional explanations.

Definition of Responsibilities Facility personnel understand their roles and responsibilities in achieving the desired level of PSM performance. Appropriate checks and balances have been establish to minimize confiicts of interest. Internai coordination and communication mechanisms exist. 

Audits by definition are conducted on-site. An audit may be conducted using a variety of approaches and guides, but in general involves a team that gathers data through interviews, observation, and review of documentation. The team usually includes at least two people depending on the complexity of the facility or processes under review, tWs may expand to as many as five or more. 

The number and severity of failures experienced by the equipment under study must be related to the operations of the facility. It would be inappropriate to assign the same operating histories to a continuously operating system and a system that operates intermittently. The number of hours in different operating modes (for example, 100% production versus shutdown) affect failure rate calculation and service description for taxonomy definition. 

To meet this requirement, a company must define an incident in specific terms for their facility. This includes an operational definition that indicates the number of pounds of the substance used in a particular process that would qualify as a catastrophic event . Defining an incident in site-specific terms also includes defining the terms "could reasonably have resulted in . Appendix C of the regulation provides guidelines for clarifying this point. It includes definitions of "near misses in which a catastrophic failure occurred, but a chemical release did not occur. Clear guidelines should be established that provide the employee with a quantifiable means of defining those incidents that require a violation report. 

Current chemical information systems offer three principal types of search facility. Structure search involves the search of a file of compounds for the presence or absence of a specified query compound, for example, to retrieve physicochemical data associated with a particular substance. Substructure search involves the search of a file of compounds for all molecules containing some specified query substructure of interest. Finally, similarity search involves the search of a file of compounds for those molecules that are most similar to an input query molecule, using some quantitative definition of structural similarity.
