The Commission s working document includes a description of the development of organic farming as well as an attempt to analyse the current situation. It does not suggest a coherent set of actions but only recommends reflection on a number of broader issues connected to organic farming which could possibly become part of a European Action Plan (Box 4-3). [Pg.99]

It may seem premature to think about the monitoring and control of the European Action Plan at this stage. However, if such a plan is devised and implemented, continuous monitoring of developments within the sector on a European scale is essential. Up-to-date information must be available in order to identify potential problems which might reflect weaknesses in the plan. This monitoring, and reactions to it, could have institutional implications it is by no means certain whether the European institutions would be equipped to deal with this task, or whether reorganisation is necessary. This should be an issue for review. [Pg.136]

This shift requires considerable education and training of the workforce and, in combination with possible mass production by 2020, necessitates early political action because of the required gradual build-up of manufacturing capacity and skilled labour. Further research work is necessary to analyse today s weak and strong aspects of the education system in European countries and to develop an action plan for adaptation to the new requirements. This analysis should take into account the demographics of the European nations, which is an important factor. Will Europe be able to find the necessary skilled labour such as engineers and technicians or will they import skilled labour from countries like China and India ... [Pg.544]

Therefore, the nano-enthusiasm should be accompanied by extreme care to avoid repeating the stories of other miracle substances such as PCBs, DDT, and asbestos. Although it is impossible (and perhaps unnecessary) to stop expanding nanotechnology, a comprehensive risk assessment of nanomaterials must simultaneously be performed. This idea has become an official standpoint of the European Commission, expressed in two communications Towards a European strategy for nanotechnology [36] and Nanosciences and nanotechnologies an action plan for Europe 2005-2009 [37],... [Pg.207]
