Vbu are requred to have access to competent advice, either n-house or, if not available, external (eg employers organisations, trade associations, trades inions, TECs, consultants). 

Hence, activation featured high in the long and conflictual process of reforming unemployment insurance in 2001, when PARE - plan d aide an retour a I emploi, (back-to-work support plan) was introduced. The Act through s. 10 caused the establishment of two bodies to direct and enforce legislative matters concerned with health and safety. Unskilled labourers are not covered by the scheme. The CSCS is administered by the Construction Industry Training Board and controlled by a Management Board of employer organisations and trade unions, with observer members from other interested parties including the HSE. Engineers should be aware of the potential for conflicts of interest, and for differences of opinion between themselves and their employing organisation. In such circumstances, they are advised (Safety-related systems, Guidance for Engineers, Aug. 2002, page 25) to maintain written records, kept in a safe place, of any disagreement and the course of action that was taken.
