A requisite for the selection process is having sufficient staff with the appropriate technical skills to select the appropriate drugs (Cohen 2003). Ideally, skills should encompass usage of evidence-based resources, critical evaluation of evidence, and knowledge of adverse drug reactions, "morbidity profile shifts", and pharmacoeconomic evaluations. Usually, physicians and pharmacists fill this role, along with other relevant local consultants (Cohen 2003). 

GPs, by the very nature of their job, will use new drugs in many different therapeutic areas. Here they wdll be guided by what the local consultants are recommending and by discussion with their peers. Detailing by company representatives is a significant factor in influencing prescribing behaviour and the information delivered by the representatives is seen to be of value by both hospital specialists and GPs. ... 

Under the ADB-ASEAN project, local consultants and researchers have compared police data with other data available from hospitals, the Mimstry of Health and insurance companies. To allow objectivity of the findings, ElA s are usually carried out by independent specialists or organisations. Despite the great scope for rate studies in the fast reaction field, these still constitute a small fraction of published kinetic studies.
