To combat attacks with fast-acting agents in the terminals, continuous visual surveillance of densely populated areas and observation of behavior patterns may be as useful as any detector. The TSA should study the feasibility of the widespread deployment of surveillance cameras in populated areas, coupled with behavioral-pattern-recognition software, as an alternative to chemical agent detectors. Such cameras could also provide a dual-use value in improving the overall security environment. In addition, many critical nodes in the air transportation system (control rooms, emergency-response centers, and so on) are supplied with air that is recirculated from publicly accessible areas this makes them vulnerable to being disabled by the release of... [Pg.17]

To perform its functions under this Convention, the IAEA set up, at its headquarters in Vienna, an Emergency Response Center (ERC) for receiving, collating, and rapidly transmitting relevant information. Close co-operation with the World Meteorological... [Pg.324]

In Sweden, the national ICE scheme is called ERC (Emergency Response Center). Under a formal agreement between the Swedish Chemical Industry Federation (Kemikontoret) and the Swedish Poison Information Center (GIC) in Stockholm, the center can be contacted in case of a chemical accident. The Poison Center provides only level-1 assistance. Information and advice are based on detailed knowledge of the health hazards of chemical products and appropriate first aid measures. The Poison Information Center has more than 30 year s experience in providing such advice, and chemical companies regularly supply them with updated information on their products. [Pg.113]

For this purpose and to facilitate the coordination of actions within the Secretariat, in 1986, the Agency s Emergency Response Center (ERC) was established and designated by... [Pg.185]

The system architecture utlized within the chemical detection, warning and reporting system installed at APG s CAS Y is based upon a simple star topology, consisting of a central hub with a suite of remote distributed processing nodes (see fig 1). The central hub contains the CPIMS as well as several components of the response subsystem. The equipment located within the central hub consists primarily of a telemetry interface and a central computer with display. All of this hardware is then tied into an uninteruptable power supply to support critical operations in the event of power loss. The central hub is usually located in a central operations or emergency response center. [Pg.149]

Reportable releases under CERCLA must be reported to the National Response Center, at (800) 424-8802. Reporting under EPCRA requires notifying the facihty s LEPC (or relevant local emergency response personnel if there is no LEPC) and the SERC of any state likely to be affected. If a faciUty is near the border of another state, that state may have to be notified as well. Notification is required to be immediate, which is usually defined as within 30 minutes of the release. State or local authorities may have additional or different reporting requirements. Eailure to report release in a timely manner can result in severe penalties from the regulatory authorities. [Pg.79]

Improvement Item EOC did not have press releases prior to distribution at CP. Hard copies of press releases were not initially distributed at press conferences. Unmanned radio stations limited ability for local alerts to be made. Initial notification did not go out through NOAA Weather Radio, although it was utilized later in the day. EOC (Emergency Operation Center) PIO (Public Information Officer) could not get response from PIOs at CP (Command Post) to coordinate messages for media at EOC. Citizens in shelters had no official information source. [Pg.16]
