Each refiner has the flexibiUty to choose the specific formulation to produce based on the economics of the individual refineries. REG meeting the statutory requirements must be sold in the nine areas of the country which have the worst ozone (qv) problem. In addition, all other areas of the country which exceed the ozone NAAQS may elect the REG regulations, and EPA has estimated that 40% of the nation s gasoline should be subject to REG rules (66). 

The sulfur content of coals available to utilities ranges from about 4 percent in high-sulfur coals to less than 1 percent in some Western coals. Although transportation costs maybe higher for Western coals, many Eastern utilities elect to burn Western coals to comply with increasingly stringent SO, regulations.

The CGMP regulations [10] require certain activities (e.g., charge-in of components) to be performed by one individual and witnessed and verified by a second individual. There is no similar requirement in the GLP regulations, but some laboratories voluntarily elect to have certain critical operations (e.g., test article weighings) witnessed and verified by a second individual. 

Like the public controls over built development, I suggest that public controls over technology should consist of two types of systems technical standards, equivalent to building regulations, and a system equivalent to the planning system that can take into account matters that are not easily quantified and measured. In its biochemical functions, ascorbic acid acts as a regulator in tissue respiration and tends to serve as an antioxidant in vitro by reducing oxidizing chemicals. The effectiveness of ascorbic acid as an antioxidant when added to various processed food products, such as meats, is described in entry on Antioxidants. In plant tissues, the related glutathione system of oxidation and reduction is fairly widely distributed and there is evidence that election transfer reactions involving ascorbic acid are characteristic of animal systems. Peroxidase systems also may involve reactions with ascorbic acid In plants, either of two copper-protein enzymes are commonly involved in the oxidation of ascorbic acid. 

Under 704(e) of the Food, Drug and Cosmetics Act, the FDA has the authority to review and copy all records required under FDA-regulated industries however, FDA has elected not to review audit reports. Under applicable procedural rules, FDA could request the audits in the event of litigation. 

There is a caveat to the application of Part 11. As noted, it is a permissive rule. Industry has the option of compliance. However, if a company currently uses any electronic systems to create, sign, modify, store, access, or retrieve records, it is presumed by the law that they have elected to follow the regulations and comply with the standards. Consequently, the company is subject to FDA enforcement of the rule under the food and drug regulations. If a company elects not to comply with the regulation, it must revert to all paper systems. No electronic systems are grandfathered under the Final Rule.
