Driver Training and Instruction

Ensure that the driver has received adequate training and instructions about the hazards of LPG, emergency procedures, driver duties, etc. 

Addresses the instruction, training and certification of drivers of road vehicles used for the carriage of dangerous goods. 

Ensure the driver is provided with adequate instruction and training and keeps necessary records. 

By Truck. Motor vehicle shipment of hazardous materials is covered in Dept of Transportation Tariff No 11 (Ref 4). Motor vehicle shipment is more complex than rail shipment. A train is made up of many cars watched over by an engineer in front and caboose personnel behind. The engineer is in voice communication with the tower the railroad controls traffic over its route and provides trained inspectors. In contrast, each truck is an independent unit. It has no control over traffic on the public highway and the driver must cope with any situation which may arise. Hence, drivers of hazardous materials are given careful training and detailed instructions, and the vehicle is carefully inspected for safety (lights, brakes, etc) and compliance with local laws (wt limit, etc)... 

The other requirements that driver needs to be trained on are the spare logs and instruction sheet requirements. When using an automatic electronic log, the driver must have enough spare logs to log the previous seven days plus the remainder of the trip in case the device fails. The driver must also have an instruction sheet that explains to a layperson how to display the driver s hours-of-service records on the device (this is for officers on the road). These requirements are present in the proposed rule, as well as the present rules. 

In order to obtain a license to operate a motor vehicle in Virginia before the age of 18, teenagers with a learner s permit are required to take seven two-hour instructional periods of on-the-road experience with an approved driver-training school. For one-half of these sessions they must be the driver the rest of the time they sit in the back seat and perhaps learn through observation. Thus, for seven one-hour sessions Krista drove around town with an instructor in the front seat and one or more students in the back, waiting for their turn at the wheel. This was an opportunity for my daughter to transfer her driver education knowledge to actual performance. 

This particular book deals with the development of motor fleet transportation safety and identifies problems that are inherent among security personnel. Some problems that will be discussed are accident prevention, driver selection, driver training instruction, special considerations for a small fleet, school transportation, shipping and... 

The candidate must have had at least three years of driving experience as a licensed operator of a motor vehicle.The required training and written and driving tests may be taken while the applicant is in possession of a valid commercial driver s instruction permit. However, a valid commercial driver s license is required for any person who wants to operate a school bus to and from school or school-related events. Nonresident applicants must provide a certified driving record from the state of residence and a 10-year history of driving record. 

Ensure that the driver has received adequate instruction and training to understand the potential dangers, in emergency action and in his duties under the regulations.
