Division 11, Chemical Engineering

On 28 June 1941, the Office of Scientific Research and Development (OSRD) was set up in the President s Office for Emergency Management and the NDRC was transferred to the new agency. In December 1942 the NDRC was reorganized and its alphabetical divisions were broken down into nineteen numerical divisions. Division 9, "Chemistry Division 10, "Absorbents and Aerosols and Division 11, "Chemical Engineering directed the majority of chemical warfare investigations.

Chemical Abstracts Service. The Chemical Abstracts Service (CAS), a division of the American Chemical Society, has produced Chemical Abstracts (CA) since 1907. Since the demise of Chemisches Zentralblatt and British Chemical Abstracts CA has been the preeminent medium for documenting new pubhcations in the field of chemistry and chemical engineering. CA documents chemical pubHcations of all types. It is not a patent database per se, but its patent component is larger than most databases devoted entirely to patents. Thus, for example, the number of patent references in CA for the years 1991—1993 ranged from 95,500—99,400 per year.

Testing, certification, and installation rules for reheving devices are extensive. Eveiy chemical engineer responsible for the design or operation of process units should become veiy familiar with these rules. The pressure-relief-device paragraphs are the only parts of Sec. TII, Division I, that are concerned with the installation and ongoing operation of the facility all other rules apply only to the design and manufacture of the vessel.

A professional organization of chemists and chemical engineers. Conducts studies and surveys professional and student conferences and programs administers grants and fellowship programs maintains extensive chemical databanks, online services, and more than 33 divisions and hundreds of subcommittees covering all aspects offundamental and applied chemistry. Elelps interpret technical data and refers citizens to local scientists.

The National Science Foundation is the largest source of federal support for academic chemical engineering research (see Table A.l). Its support of the discipline comes through a variety of programs and divisions (Table A.3). 

The Division of Chemical Sciences in OER supports basic chemical research. The primary involvement of chemical engineers with this program has been in the areas of catalysis and separations. Given the broad range of energy apphcations in which the structure and chemistry of interfaces is important, the committee recommends that the Division undertake an initiative in the chemical control of surfaces, interfaces, and microstractures. This would include support of work by both chemists and chemical engineers in the areas of surface chemistry, plasma chemistry, and colloid and interfacial chemistry.
